UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’. The programme focuses on early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication. The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

Framed within the Malawi Country Office Pillar 3 (child-friendly, inclusive and resilient communities), the Community Development and Resilience (CDR) Section is strategically positioned to support the Government of Malawi’s priorities in facilitating long-term multi-sectoral development for active citizenship and decentralization, disaster preparedness and resilience, community ownership and empowerment, and attention to changing harmful social norms and promoting good practices. This is being achieved through collaboration and integration with the Ministry of Local Government and Rural Development (MLGRD), the district councils, Government’s Department of Disaster Management Affairs (DODMA), Ministry of Information (MoI) as well as Ministry of Civic Education and National Unity.

Against this backdrop, the Chief Community Development (Community Resilience) has an exciting leadership role to steer the programme forward and is responsible for the direct management of integrated programmes such as Decentralization, Social Behaviour Change, Emergency, Child Friendly Communities and is outcome lead for the coordination of the delivery of results for all programmatic pillar outputs with the participation of communities to demand and claim their rights.

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic Community Development and Resilience team where you will be responsible for ensuring that the pillar outcome and output results aimed at enhanced community system strengthening, engagement and participation are achieved. As Chief Community Development (Community Resilience), you will provide the leadership to support families, communities, and district authorities to have in place shock responsive social protection measures that will promote resilience and will have the child at the center of development where girls and boys grow up in child-friendly, inclusive and resilient communities.

  1. Strong and responsible managerial leadership with a focus on teamwork both at section level as well as staff members matrixed to other sections, including nurturing staff morale;
  2. Programme planning, development and implementing through critical strategic and contextualized thinking.
  3. Programme management, monitoring and delivery of results through establishing clear accountability frameworks that are adaptable to emergency and humanitarian contexts.
  4. Advisory services and technical support to Government both at national and district level and all other Development Partners, as well as internally to ensure effective cross-sectoral collaboration.
  5. Advocacy, networking and partnership building, ensuring a responsive and dynamic UNICEF presence on the ground.
  6. Innovation, knowledge management and capacity building to ensure internal and external programme efficiencies and sharing of lessons learned.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree in one of the following fields is required:
    • Social sciences, rural development, and management or a discipline relevant to community resilience, emergency preparedness and response, and disaster/climate risk management
  • A minimum of 8 years of relevant professional work experience is required in policy coordination and development, programme management, disaster preparedness, post disaster recovery linked to broader development context
  • Experience in Disaster and Climate Risk management an advantage
  • Proven experience in effectively leading a multisectoral team to deliver results is required
  • At least 3 years field experience in humanitarian/development nexus situations is required
  • Experience working in a developing country is considered as a strong asset
  • Emergency experience is required
