How can you make a difference?

Colombia is an exciting and challenging duty station for a child protection professional. Colombia is beset with a triple affectation that exacerbates the already precarious conditions of a significant portion of its population, especially children and adolescents, in many rural areas of the country. These triple affectation are conflict, migration and disaster. It has all the child protection issues ranging from the traditional areas like VAC, justice for children to migration and conflict and post-conflict issues like prevention of recruitment and use, SC 1612, transitional justice and mine risk education. The Section Chief also co- convenes the Child Protection Area of Responsibility (CPAOR) and supervises the JPO (P2) who does the day to day coordination of the CPAOR.

Building on the achievements and the lessons learned of the previous programme cycles, and responding to the three cooperation priorities identified by the Government of Colombia and the United Nations System (UNS) in the UN Sustainable Development Cooperation Framework (UNSDCF), the present Country Programme (2021-2024) has three major outcomes. These are : 1.Support to the Peace with Legality policy, through strengthening of the implementation of Development Programmes with Territorial Focus (PDET); 2.Migration as a Development Factor; and 3. Technical Assistance for the acceleration of SDG catalyzers. Child Protection has a significant contribution to each of the three programme outcomes.

The Chief of Child Protection is also the manager for the PDET (Programas de Desarrollo con Enfoque Territorial) outcome and is in charge of ensuring a multisectoral convergent interventions in some municipalities to serve as models for all 170 municipalities covered by the 2016 peace agreement. PDET is a 16 -year State roadmap (2016-2031) with financing from government and donors (MPTF) that seeks to bring development and peace in these areas. The PDET manager directly supervises the local governance or child friendly community official (NOB), the technical leads on health and nutrition (NOB) and WASH (NOB) and the child protection officer on prevention of recruitment and use (NOB) and the associate on mine action (GS 6) as well as an official on education (NOB) and a programme associate (GS 5). He or she provides technical oversight (dotted reporting line) to the MRM Child Protection Specialist (P3 who reports directly to the Dep Rep) and the child protection officers (NOB) on migration (reporting directly to outcome manager on migration) and VAC (reporting directly to the outcome manager on SDGs). There are protection UNVS at the national and local levels (6 territories). Given that the new government expressed its commitment to enter into negotiations with other armed groups as part of their total peace or “paz total” platform, the Section Chief is expected to lead the country office in the peace negotiations with the support of management and national colleagues.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • A minimum of eight years of professional experience in social development planning and management in child protection related areas, at the international level, is required.
  • Experience working in a developing country.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Fluency in Spanish and English is required. Knowledge of another official UN language (Arabic, Chinese, French or Russian) or a local language is an asset.
