Reporting to the Chief of Staff, the Chief Central Support Services Division (CCSD) acts as the principal advisor to the Commissioner-General, the Deputy Commissioner-General and Directors on issues related to procurement and logistics, transport and asset management, and general administrative services, ensuring that such services are optimally undertaken across the Agency in support of efficient and effective delivery of the Agency’s mandate.

Responsibilities- Directs and provides effective leadership for the Division; develops new strategies, and identifies courses of action to accelerate/improve delivery of central support services in accordance with global best practice and innovative approaches; evaluates progress and performance against the Division’s work plans and ensures that the needs are met in terms of staff requirements, budgeting and financial control. - Leads and provides advice and support Agency-wide with regard to implementation of the procurement framework, including the issuance of relevant policies, manuals, tools and guidelines; encourages innovative approaches to meeting the Agency’s procurement needs and oversees the development of procurement plans in line with industry standards; ensures appropriate up-to date strategic and tactical advice to effect efficient procurement, clearance, storage and distribution of supplies and equipment in support of the Agency's programmes implementation; Guides Field Offices and Departments on resolving complex procurement challenges. - Acts as the focal point for review and clearance of all Agency high value contracts as defined in the procurement manual; in coordination with the Headquarters Committee on Procurement (HCP), follows up on questions or queries raised and ensures prompt and accurate reporting of contracts cleared on a quarterly and annual basis. - Leads and provides strategic and tactical advice, support and oversight with regard to transport, assets management, maintenance, and reporting throughout the Agency, including the issuance of policies, manuals, tools and guidelines; oversees the development of replacement plans and approves acquisition of vehicles. - Provides advice and guidance to Supply Chain Compliance and Policy Management Section being responsible for developing and implementing changes to the Agency’s Central Support policies and dealing with issues of Audit, REACH support (first line support, delegations of authority, item master coding, vendor management, CR management, reporting), integration issues with related supply chain IT systems, audit management and reporting and stock take management. - Coordinates and provides guidance on general support services at HQ Amman, HQ Jerusalem and HQ Gaza including management of Travel and Protocol Services, e-UNLP, courier services, headquarters transport, mail and pouch, central records, archives, production services, related IT systems including e-billing etc. Provides advice to the Field Offices on matters falling within the purview of CCSD. - Represents UNRWA in various inter-agency fora, as applicable; serves as Agency focal point for the UN’s Greening Initiative; conducts field visits to assess service efficiency, identifies problems and institute remedial measures.

Education Advanced university degree (Master’s or equivalent) from an accredited educational institution in business administration, supply chain management, procurement management, contract law, project management or other relevant subject.

Internationally recognized certification in procurement or supply chain management (e.g. MCIPS, CPSM, SCMP) (desirable) .

Job - Specific Qualification Internationally recognized certification in procurement or supply chain management (e.g. MCIPS, CPSM, SCMP) (desirable) .

Work Experience At least ten years of progressively responsible and relevant professional experience.

At least five years of relevant professional experience at a senior international level with the UN, governmental or international organizations.

A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

Languages Excellent command of written and spoken English.

Knowledge of colloquial Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension.

The Chief Central Support Services Division (CCSD) is required to travel frequently, particularly in the Agency’s area of operations..
