Org. Setting and Reporting ORGANIZATIONAL SETTING

The Aviation Security Policy (ASP) Section in the Air Transport Bureau is one of the four sections responsible for delivering results under ICAO’s Strategic Objective – Security and Facilitation. In particular, the ASP Section is responsible for the maintenance of Annex 17 – Security, and overseeing the work programme of the Aviation Security (AVSEC) Panel of experts and its Working Groups on Annex 17 (WGA17), Threat and Risk (WGTR), Guidance Material (WGGM), Innovation (WGIAS) and Air Cargo Security (WGACS), as well as other ad-hoc working groups established under the AVSEC Panel as necessary, as well as providing Secretariat support to the Secretariat Study Group on Cybersecurity (SSGC). The ASP Section is also responsible for the update and maintenance of AVSEC guidance material, including the Aviation Security Manual (Doc 8973), as well as relevant websites and portals. In addition, the Section provides support to the Assembly, Council, the Committee on Unlawful Interference (UIC) and the International Explosives Technical Commission (IETC).

REPORTING

The incumbent reports directly to the Deputy Director, Aviation Security and Facilitation (DD/ASF), from whom s/he receives advice and guidance on complex technical and managerial issues. S/he supervises all Professional and General Service staff of the Section and is responsible for his/her actions and decisions as well as for the quality of services delivered by all staff members of the Section. The supervisory level includes technical supervision, coaching and training, as well as performance evaluation, delegation and distribution of tasks and decisions on priorities.

Responsibilities Function 1 Oversees the development of new and amended Standards and Recommended Practices (SARPs) related to the security of the air transport system, achieving results such as:

  • Update and maintenance of Annex 17 –Security, through the provision of support to the AVSEC Panel and its Working Groups, particularly the WGA17.
  • Coordination of the activities of all AVSEC Working Groups in order to ensure the development of appropriate SARPs based on assessment of applicable threats and risks as identified by the WGTR, with inputs from other Working Groups, such as WGACS, as necessary.
  • Coordination with the WGA17 of the impact assessments for all new and amended SARPs prior to transmission to Council.
  • Appropriate and timely consultation with States regarding proposed amendments to Annex 17 and filing of differences thereto.
  • Maintenance of the register of applicable differences filed by States.

Function 2: Provides support for ICAO Assembly and deliberative bodies responsible for aviation security matters, achieving results such as:

  • Proactive liaison with deliberative bodies, particularly the AVSEC Panel, UIC and Council, on matters relating to aviation security policy development, ensuring optimal understanding by such bodies of pertinent policy issues.
  • Appropriate and timely consultation with other bureaux, and coordination of cross-cutting aviation security policy issues with all relevant components of the Organization, including the Air Navigation Commission and other committees/panels.
  • Management of the planning and preparation of aviation security working papers for ICAO governing bodies, leading to informed and focused deliberations relating to aviation security.
  • Update and maintenance of the Global Aviation Security Plan (GASeP) as necessary, and periodic reporting to Council on its implementation status.
  • Coordination of activities related to the International Explosives Technical Commission (IETC) including communication with States and provision of advice to Council on the nomination and election of members.
  • Maintenance of the Technical Annex to the Convention on the Marking of Plastic Explosives for the purpose of detection, in accordance with Council decisions based on the recommendations of the IETC.

Function 3: Ensures the development and maintenance of guidance material to assist States in the implementation of Annex 17 SARPS, achieving results such as:

  • Update of the Aviation Security Manual (Doc 8973) and associated guidance material, in coordination with the WGGM and other Working Groups as necessary.
  • Update of the Aviation Security Global Risk Context Statement (Doc 10108) and MANPADs Toolkit, in coordination with the WGTR.
  • Coordination with other Sections, Bureaux and entities to ensure the development of suitable security-related guidance material produced by those entities, including with regard to Facilitation, Air Navigation and Aviation Safety.
  • Development and maintenance of information sharing platforms, in order to provide up-to-date and timely information to States on technological developments in aviation security.

Function 4: Oversees the Section’s work related to cybersecurity, achieving results such as:

  • Development of policy papers to ICAO governing bodies and expert groups.
  • Coordination on cybersecurity matters with other concerned Secretariat entities such as the Air Navigation Bureau, Legal and External Affairs Bureau, and ICAO Regional Offices.
  • Provision of necessary support to the Secretariat Study Group on Cybersecurity (SSGC).
  • Promotion of the effective implementation of the Aviation Cybersecurity Strategy, the Cybersecurity Action Plan, and monitoring implementation thereof.
  • Validation and revision of cybersecurity training courses, in coordination with other Sections, as necessary.

Function 5: Manages ICAO’s AVSEC policy communications, information sharing and outreach activities, achieving such results as:

  • Effective liaison with members of the UN Counter Terrorism Global Compact and other International and Regional Organizations, on matters of aviation security contributing to counter-terrorism.
  • Proper and effective engagement with other UN entities, such as by providing timely inputs for reports and publications for the UN and its Counter-Terrorism Global Compact, leading to informed and focused discussions and reinforcing ICAO’s leadership role in aviation security.
  • Coordination of activities related to the organization of Global Aviation Security Symposia and other international and regional events related to aviation security policy issues.
  • Maintenance and administration of the Acts of Unlawful Interference Database and provision of briefings to UIC and Council on aviation security threat and risk picture.
  • Maintenance and administration of the AVSEC Point of Contact Network in coordination with the Regional Offices.

Function 6: Performs other related duties, as assigned.

Education An advanced level university degree (Master’s degree or academic equivalent) in security, law, international affairs, public administration, aviation, or in a related field, is required.

Work Experience - A minimum of twelve (12) years’ experience in progressively responsible positions with accountability for aviation security programmes, including at least three years with a State civil aviation security authority and/or international organization is required. - Demonstrated experience in the development and/or implementation of aviation security policy is required. - Experience in effectively communicating with a wide variety of audiences on an international basis, in cultivating productive relationships, and handling sensitive security discussions with diplomacy and tact are required. - Experience in developing professional relationships with senior officials at key institutions whose activities are related to international civil aviation is desirable - Experience as an auditor, inspector or trainer in international aviation security is desirable. - Experience in the conduct of security oversight at a management level is desirable.

Languages Fluent reading, writing and speaking abilities in English. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.

Assessment Evaluation of qualified candidates will include a competency-based interview and any other assessments deemed necessary.

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code (Staff Regulations).

Remuneration at P-5 level Net base salary per annum: USD 89,837 Post adjustment per annum (subject to change): USD 39,438
