IFC Treasury & Syndications have been a large and significant player in the international financial markets for more than 30 years and has achieved a global reputation as an innovative borrower, investor, mobilizer of 3rd-party capital, and risk manager. Operating globally to deliver on IFC’s strategy to create markets and mobilize private capital for development, the Treasury & Syndications Vice Presidency manages over $116 billion in liquid assets, global market borrowings, derivatives transactions, and a portfolio of 3rd-party capital. It is responsible for managing the liquidity and cash of the Corporation, executing the funding program, strengthening local-currency financing by arranging and executing local-currency and risk-management transactions for clients, and mobilizing 3rd-party capital through innovative syndication and mobilization platforms such as the Managed Co-Lending Portfolio Program (MCPP). The Vice Presidency also manages the capital market education programs, provides advisory services and other knowledge services related to treasury management and operations to IFC’s clients. Finally, the Vice Presidency is responsible for performing some support functions necessary to achieving its mission (e.g., measuring and managing risks, computing performance and valuations, and undertaking quantitative analyses).

As part of its global strategy, IFC Treasury and Syndications (CFI), is seeking to recruit a highly motivated and experienced Chief Advisory & Analytics Officer with cross-cutting responsibilities in the Vice Presidency, including overseeing the teams responsible for the VPU’s capital market development capacity building activities; fundraising and event management; VPU-level knowledge management; operational risk management; innovation and thought leadership in certain priority areas; and leading the VPU’s hubs in London and Singapore in certain areas. The Position reports directly to the IFC Vice President & Treasurer and works seamlessly in coordination with the rest of the CFI Senior Leadership team. The Position requires strong technical and leadership skills, diplomacy, teamwork, business acumen, judgement, communication skills and a deep commitment to IFC’s mission. The Position is based in Washington D.C. but requires extensive interaction with the VPU offices outside of Washington, primarily London and Singapore.

Duties and Accountabilities

Primary responsibilities include, but are not limited to the following:

Business Management • Playing an integral role as a member of the Treasury & Syndications’ Senior Leadership Team and being collectively accountable for the achievement of VPU KPIs and objectives. • Working closely with the CFI Senior Leadership Team to identify and advance cross-VPU objectives and priorities. • Leading global teams with business responsibilities related to:

o Cross-cutting Initiatives and Advisory (CIA) • Implementation and expansion of the capital market education and advisory services. • Fundraising and event management, including organization of global conferences – as relevant - on Treasury & Syndications’ topics in collaboration with relevant VPU counterparts. • VPU-level knowledge management. • Operational risk management.

o Treasury Valuation and Analytics (TVA) • Overseeing the Treasury Valuation and Analytics team that is responsible for: 1) valuations of Treasury financial instruments and products; 2) performance and risk reporting on Treasury portfolios, financial instruments, and products; 3) data management; and 4) other analytical tasks agreed between TVA leadership and other business units.

o Innovation and thought leadership on topics related to certain VPU priorities. • Actively participating and facilitating participation in relevant forums, conferences, advisory engagements, and workshops - in areas related to the business responsibilities of this team. • Coordinating the VPU offices in London and Singapore in terms of relations with shareholders, business continuity, and other aspects related to the geographic footprint. • Keeping abreast of market developments affecting the VPU strategy and portfolio; staying up to date on relevant market information; and being a subject matter expert and intellectual advocate internally and externally in certain relevant Treasury and technology-related areas. • Working closely with the Vice President & Treasurer and the Adviser in undertaking other Treasury-wide assignments as necessary.

People/Talent Management • Direct managerial responsibility for the Cross-cutting Initiatives and Advisory unit, the Treasury Valuation & Analytics unit, and other direct reports and/or co-supervisory arrangements in the areas of business responsibilities. • Contributing to the performance evaluations for staff in relevant teams and, as a member of the Senior Leadership Team, providing input into the performance evaluations, talent management, and career development across the VPU. • Leading VPU-wide assignments in such areas as Learning & Development. • Creating and supporting a productive, inclusive, and respectful work environment.

Relationship Management • Managing relations with internal and external counterparties, partners, and clients in the relevant areas of business management responsibilities. • Liaising with and building effective relationships with the VPU's global counterparts in relation to VPU-wide issues, including with relevant government authorities.

Selection Criteria

• Advanced degree in finance, business, economics, or quantitative discipline. • At least 20-25 years of work experience, with at least 10-15+ years of strong finance, investment management and/or capital market related experience, or equivalent combination of education and relevant experience. • Deep technical understanding of the working of the international financial markets and extensive market experience, in particular with emerging bond markets, fixed income products, derivatives, and/or structured finance. • In-depth knowledge of CFIVP's business lines, including business processes, procedures, and technical/financial aspects of the VPU’s business model, as well as of CFIVP policies and global strategy. • Work experience in Treasury & Syndications – related functions is beneficial. • Ability to represent CFI VPU businesses, functions, and services. • Strong business development and client relationship skills; track record and ability to focus on client needs effectively. • Ability to interact directly and independently with senior management of existing and potential clients, of financial and technical partners, as well as senior government officials. • A superb networking capacity along with excellent interpersonal and negotiations skills and ability to work flexibly, creatively and under pressure in response to evolving CFI VPU needs. • Excellent verbal and written communication skills in English, including demonstrated ability to communicate complex matters related to finance to a wide variety of internal and external audiences and to senior management for decision. • Highly motivated and committed to the highest ethical standards. • Excellent demonstrated skills as a manager and leader, working in teams, fostering teamwork, delivering products and commitments, and working across boundaries. • Ability to make forward-looking and practical decisions and operate effectively in a results-oriented and implementation culture.
