You have:
- Proven experience in financial management for a similar organization or project.
- Strong knowledge of Phoenix Accounting System and Performance Budgeting processes.
- Ability to supervise and mentor accounting staff effectively.
- Experience coordinating with external auditors for financial compliance and audits.
- Expertise in developing and implementing accounting policies and procedures.
Serves as the Chief Accountant it1 the Office of Financial Management (OFM) for USAID/Mali and as subject matter expert (SME) and technical advisor to the Coritrofler or his/ her designee. The incumbent reports directly to the Controller or his/her designee and oversees program and operational. expense budgeting, accounting, payments, financial reporting, internal controls, and the development and· implementation of all financial management related procedures for the Mission. He/she also directly supervises the Superviso1y Voucher Examiner, and two accountants a:nd is responsible for t,:teir career development. The Chief Accountant is a Phoenix Accounting System and Performance Budgeting (PB) SME, provides input, and recommends solutions for process improvements and provides Phoenix training toJhe Office of Financial Management employees; The Chief Accountant is involved in the establishment and revision of accounting policies where applicable and the implementation of financial managernent process improvements for USAID/Mali. The 1.ncumbent, in•coordination with the Controller and Deputy Controller, liaises with the external auditors during the annual Government Management Reform Act (GMRA) audit He/she is also responsible for maintaining systems to ensure proper funds control, accounting, and financial reporting 'of all USAID/Mali' s appropriated fu.Iids. The· Chief accountant is responsible for the planning, supervision, and management of all accounting matters and manages the day-,to-day activities of the Accounting section.
