Duties and Responsibilities Organizational Setting, Purpose and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. Duties and Responsibilities:

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the National Centre for Environmental Compliance (NCEC) and the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:

1. Technical advice in the development and contracting of National Chemical Safety Initiative. 2. Technical supervision and oversight support on implementation of National Chemical Safety initiative. The scope of technical supervision will cover the periodic revision of project deliverables including control of contents, quality check of related materials, reports, guidelines prepared by the contractors as well as provision of recommendations to define the locations of field visits, agendas of workshops and trainings. Oversight support will also focus on guidance and control of overall direction of the project and will help to ensure the achievement of outcomes successfully. 3. Prepare organizational framework and baseline for chemicals management in the Kingdom. 4. Technical inputs in development of the chemical management strategy and the national register. 5. Transfer of technical knowledge to national staff through day-to-day and on the job trainings and capacity building on chemicals management for NCEC staff. 6. Conduct workshops and stakeholder engagements on chemicals safety implementation. 7. Provide technical guidance on implementation and reporting of obligations of international chemical conventions including Stockholm, Rotterdam and Minamata Conventions. 8. Provide policy recommendations to senior management on SAICM Beyond 2020 and New Plastic Treaty. 9. Evaluate current practices and support to implement best environmental practices (BEP), 10. Provide consultative support with relevant stakeholders for their engagement and contribution to implementation of the initiative, 11. Technical inputs and exchange information on toxic chemicals and chemical hazards, 12. Provide technical guidance to Chemical Advisory Committee that will be activated during the implementation of the Initiative and review national chemical strategy periodically.

Expected outputs and deliverables. 1. Develop a final report on national chemical safety management. 2. Design a baseline on chemicals management. 3. Prepare training courses and conduct trainings. 4. Monthly progress reports. 5. Final progress reports.

Qualifications/special skills Master’s or equivalent in chemistry, chemical engineering, environmental sciences, or related field is required. A minimum of 10 years of professional experience in chemicals management at international and national level is required. Significant working experience working with chemicals conventions and their compliance frameworks is desirable. Knowledge of chemicals management in Saudi Arabia is an asset.

Languages Fluency in written and spoken English is required, proficiency in Arabic is desirable.
