You have:

  • Master’s Degree in Geographic Information Systems, Geoinformatics or relevant field is required.
  • Minimum of 3 years of increasingly relevant professional experience; OR without a master’s degree: 5 years of proven working experience in managing GIS applications.
  • Proven experience in using ArcGIS (desktop and online), spatial analysis and mapping.
  • Proven experience in spatial data collection and management.
  • Experience in Geographic Information System-related programming (Arcpy or equivalent) to automate regular tasks is highly desirable.
  • Working knowledge French (proficiency/level C) is required. Fluency in English is advantage.
  • Ability to work independently and within a team.
  • Ability to communicate clearly and concisely both orally and in writing.

Au Mali, le PAM soutient les efforts du gouvernement à travers une stratégie d’assistance visant à répondre à l’urgence humanitaire, renforcer la résilience des communautés et soutenir les efforts de développement durable. En collaboration avec les institutions de l’Etat, les Organisations non gouvernementales (ONG) et les partenaires du système des Nations Unies, le PAM organisent des transferts monétaires ou en nature pour subvenir aux besoins alimentaires des familles affectées par les conflits ou les aléas climatiques, fournit des repas scolaires qui favorisent l’accès des filles et garçons à l’éducation, soutient la prévention et le traitement de la malnutrition, apporte l’appui technique et financier aux groupements de petits producteurs agricoles pour améliorer leur production et l’ accès au marché.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Understanding and anticipating emerging risks which could have an impact on current WFP operations or would necessitate new or scaled-up responses is at the foundation of WFP’s approach to maintain operational continuity. This re-quires information gathering on security, conflict, economical and socio-political trends as well as analytical capacity to have the best possible situational awareness. The Regional Bureau drives analysis of current and emerging trends in countries of operation in close collaboration with country offices and HQ (Head Quarter) units.

One of the main pathways in sustaining WFP Operational Continuity in West and Central Africa is to invest and strengthen the situational Awareness and Analysis capacities and expertise.

In its efforts to strengthen this pillar of its operational continuity plan, the Malian CO (Country Office) with the support of RBD (Regional Bureau Dakar) and HQ (Head Quarter) has invested in the scaling up of the "Access Monitoring Tool”. To ensure the sustainability of this tool and maximize its use in the implementation of WFP's access strategies in the Country Offices, Mali plans to recruit a national Data Analyst/GIS (Geographic Information System).

Under the authority of the Head of Programme /Deputy Country Director and the direct supervision of the Head of Access Team, the Data Analyst/GIS (Geographic Information System) Officer will support the access team in maintaining and institutionalising the Access Monitoring Tool by the Country Office and ensure a sustainable data pipeline for continuous update and thorough documentation on use cases and lessons learnt.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Support the Country Office in the production of regular and on-demand access-related maps and analysis,
  • Support and take the lead on design initiatives for new products for WFP operation needs (including but not limited to advocacy for donors, materials for workshops and trainings.)
  • Support the Malian Country Office teams and RBD (Regional Bureau Dakar) in information and data analysis to inform and influence various stakeholders (UNDSS (United Nations Department of Safety & Security), authorities, donors, partners, etc..) on access issues, constraints, and dilemmas
  • Support and accompany the Country Office teams and Regional Bureau Dakar in the scaling up and operationalization of the Access Monitoring Tool (AMT) – including data collection, curation, update, visualization on the dashboard in accordance with the WFP standards
  • Support the Malian Country Office teams and Regional Bureau Dakar in training on access monitoring tool when needed
  • Ensure the archiving of products and publications in the Teams space and their sharing with the Country Offices and the Regional Bureau Dakar,
  • Support the Country Office in updating and using the AMT (Access Monitoring Tool) in decision making process, operational and strategic planning and access advocacy,
  • Liaise with the EPR (Emergency Preparedness & Response) Regional Data Analyst and Head Quarter Geographic Information System unit to ensure standards and best practices are captured and incorporated into Country Office specific AMT (Access Monitoring Tool),
  • Liaise with Regional Bureau Dakar and Head Quarter Geographic Information System to explore all data automation possible and the linkages for the AMT (Access Monitoring Tool) in the corporate data environment of WFP
  • Produce and maintain all relevant documentation on the use and maintenance of the spatial dashboards as well as record all lessons learnt from implementation and use,
  • Undertake missions to field Sub Offices and related locations, as required
  • Anything else, as needed

DELIVERABLES AT THE END OF THE CONTRACT:

  • Access Monitoring Tool is created and operationalized in Mali Country Office,
  • A smooth and sustainable data pipeline has been established and clearly communicated to Malian Country Office and the Regional Bureau Dakar,
  • All documentations on technical requirements and lessons learnt are in place and shared with relevant stakeholders
  • A system is in place for the production of monthly Access maps status, corridors roads status

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Master’s Degree in Geographic Information Systems, Geoinformatics or relevant field is required.

Experience:

Minimum of 3 years of increasingly relevant professional experience; OR without a master’s degree: 5 years of proven working experience in managing GIS applications.

Knowledge & Skills:

  • Proven experience in using ArcGIS (desktop and online), spatial analysis and mapping

    • Proven experience in spatial data collection and management
    • Experience in Geographic Information System-related programming (Arcpy or equivalent) to automate regular tasks is highly desirable
    • Knowledge of humanitarian access is desirable
    • Ability to work independently and within a team
    • Courtesy, tact, and ability to work with people of different national and cultural backgrounds
    • Ability to communicate clearly and concisely both orally and in writing

    Languages:

    Working knowledge French (proficiency/level C) is required. Fluency in English is advantage.
