Background

Since 2019, the United Nations Children’s Fund (UNICEF) has been supporting the Displacement Tracking Matrix (DTM). This is a tool regularly used by the International Organization for Migration (IOM) to monitor the profile and socioeconomic characteristics of migrants in the countries of destination. The DTM is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of displaced populations. The DTM delivers essential role in providing primary data and information on displacement, both in country and cross-border. It is comprised of four distinct components, namely: Mobility Tracking; Flow Monitoring; Registration; and Surveys.

Based on its usefulness to understand the dynamics and characteristics of the population in Trinidad and Tobago, IOM has been implementing it as part of the response to the Venezuela outflow. UNICEF has been supporting this process of evidence generation, seeking to understand the vulnerabilities and child protection needs of the children in the population of concern.

Considering UNICEF has supported three rounds of the DTM, it is timely to analyse the existing data and be able to identify the main trends and emerging needs and potential vulnerabilities of children on the move.

PURPOSE/SCOPE OF ACTIVITY/ASSIGNMENT:

Goal and Objective: Under the supervision of the Monitoring and Evaluation Specialist, with support from Emergency Specialist and programme sector leads, the consultant will perform the analyses using the 2019, 2022 and 2021 data set of the DTM to achieve the following objectives:

1. Conduct a characterization of Venezuelan children on the move based on 2019, 2020 and 2021 data set of the DTM. Depending on whether methodologies can be reconciled, consider comparability of the data series.
2. The characterization will provide key information about the socio-economic conditions of the family unit and the children, particularly if there is information about their registration status.
3. The characterization of the children on the move will have a life cycle [Infants (0-5 years), school-age children (6-12 years), adolescents (13-17 years old)] and sectoral approach based on available information. Key sectors include health (and access to health services), nutrition, early childhood education, shelter, education and child protection issues such as violence, sexual exploitation, abuse, birth registration, unaccompanied and separated children and mental health and psychosocial support.
4. Develop a document that describes and highlights the main needs, emerging trends, challenges and vulnerabilities of children and adolescents on the move from quantitative data based on the three DTM surveys.
5. Characterize whether households with children have prioritized migrant needs that are significantly different from other typologies of households without children.
6. Identify any situations that suggest needs, vulnerabilities or additional challenges for families with children with disabilities.
7. Identify any situations that suggest needs, vulnerabilities or additional challenges for migrant indigenous families with children.
8. Identify any situations that suggest that girls are at a particular disadvantage when compared to boys.
9. Identify areas where there are information gaps relevant to the situation of children that could be included in the next round of the DTM.

Activities and Tasks - The consultancy will require the completion of the following key activities and task:

• Inception Report – the consultant will produce an inception report, highlighting methodology to be used to generate the report.
• Draft Report on the characterization of the situation of migrant, refugee an asylum seeker children based on the 3 rounds of the DTM data – the consultant will extract the main finding from the DTM data obtained from 2019 – 2021 and utilized statistical analyses to determine comparability between the main vulnerable age group and between each sector.
• Produce a Final Report – the consultant will generate findings from the data obtained and illustrate these findings using graphs/tables and analytical descriptions to develop and produce the final report.

Work relationships: The assignment will be undertaken from consultant’s own location. The UNICEF focal points will work in collaboration with the consultant. Day to day supervision will be provided by the Monitoring and Evaluation Specialist of the UNICEF Eastern Caribbean Area Office. The consultant will provide periodic update on the progress, challenges encountered, and support required.

Outputs/Deliverables:

The consultant will be paid in three installments upon completion and submission of the deliverables of each component:

• Deliverable 1: Inception Report
• Deliverable 2: Draft Report on the Characterization of the situation of migrant, refugee and asylum seeker children based 3 rounds of DTM data
• Deliverable 3: Final Report on the Characterization of the situation of migrant, refugee and asylum seeker children based 3 rounds of DTM data

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

PAYMENT SCHEDULE

Payment of professional fees will be based on submission of agreed deliverables which receive satisfactory quality review. In general, individual contracts shall not allow for fee advances. However, a maximum of 30 per cent of the total contract value may be authorized by the Approving Authority in cases where advance purchases, for example for supplies or travel, may be necessary.

To qualify as an advocate for every child you will have…

ADMINISTRATIVE MATTERS

The consultant is expected to work remotely from his/her Homebase and is expected to use his/her own laptop/computer to perform the duties required for the assignment. During the contract period, the consultant expected to provide weekly updates by sending emails to and/or scheduling meetings with the Monitoring and Evaluation Specialist and the Emergency Specialist on the progress of the report.

CONDITIONS OF SERVICE

Before commencing work, a consultant or individual contractor shall submit a statement of good health and take full responsibility for the accuracy of that statement, including confirmation that he or she has been informed of the inoculations required for the country or countries to which travel is authorized. Consultants and individual contractors shall assume all costs that may occur in relation to the statement of good health. Consultants and individual contractors are required to certify that they are covered by medical/health insurance.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)- endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

RECOURSE

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Performance indicators against which the satisfactory conclusion of this contract will be assessed including: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

TITLE RIGHTS

All materials created by the Contractor which bears a direct relation to, or is made in order to perform, this contract and any intellectual property rights thereof, including but not limited to patents, copyright and trademarks, shall be jointly owned by UNICEF and the Contractor. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights. Any third party usage shall require written permission from both parties.

TRAININGS

Consultants and Individual contractors, even those working from home, must complete the following online courses prior to signature of contract. All certificates should be presented as part of the contract:

• Prevention of Sexual Harassment & Abuse of Authority
• Sexual Exploitation Abuse (PSEA)

Consultants and Individual Contractors must complete the following course before commencement of any travel on behalf of UNICEF.

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.
