What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Project Officer is responsible for supporting the Compensation & Benefits unit with ongoing project management of the Resident Medical Coverage project including schedule & timelines, finance & budgets, resources (required and capacity), managing project risks and quality, and assisting with stakeholder engagement. This will include:

  • Organize and help prepare relevant material for Steering Committees and other meetings;
  • Review lessons learned after each country's implementation and adapt the project plan accordingly;
  • Manage a wide variety of internal and external stakeholders to enable timely implementation of the project;
  • Performs other duties as assigned.

Main duties & responsibilities

Support the Compensation & Benefits unit with ongoing project management of the Resident Medical Coverage project to include schedule & timelines, finance & budgets, resources (required and capacity), manage project risks and quality, and assist with stakeholder engagement.

  • Responsible for the preparation and management of the deployment of the Central Medical Plan to include:
    • Help make sure the project delivers the expected outcomes and benefits, on time and within budget through proper planning and sequencing of what work needs to be done, when, and who’s going to do it;
    • Ensuring work is properly coordinated and done to the right standards;
    • Determining the risks involved and managing these risks;
    • Motivating the team of people involved in the project;
    • Record decisions and risks, manage project information resources and files (shared, kept to date, and stored);
    • Dealing with changes to the project as and when necessary;
    • Liaise with and inform the Project Management Office;
    • Organize and help prepare relevant material for Steering Committees and other meetings;

  • Manage a wide variety of internal and external stakeholders to enable timely implementation of the project;
  • Performs other duties as assigned.

Scope & Impact

  • Assists with projects and programmes that have a global reach, involving complex interdependencies with a potentially significant risk for the institution.
  • Provides specialist planning, coordination and analytic support.

Relationships

  • Internally, interacts with the project or programme manager, the project or programme sponsor, the Project Management Office, the Information and Communication Technologies Division (if there is an IT component) and the project or programme team. Also interacts with senior managers involved in the projects and programmes in question.
  • Externally, interacts with suppliers.

Required skills & experience

  • 5-10 years of global project management experience, ideally including HR or Benefits projects;
  • Good and proven experience of coordinating large projects similar to the ICRC Medical Project (a global deployment across 30+ countries);
  • Good understanding of HR information systems and processes;
  • Strong communication skills, good writing and presentation skills, strong customer service orientation;
  • Strong project management skills and certifications to demonstrate advanced knowledge of project management and process mapping tools;
  • Knowledge of ICRC and our environment (preferred);
  • Worked on a deployment project at ICRC (preferred);
  • Proven ability to work in a global environment and working autonomously with a variety of stakeholders;
  • Must be comfortable working independently and making decisions. Must remain open to change and new information and ideas and adapt to the same;
  • Must encourage and foster cooperation and teamwork;
  • Fluent in English and French.
