Org. Setting and Reporting The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS, which is to assist the political transition, progress towards democratic governance, protection and promotion of human rights and sustainable peace; support peace processes and the implementation of future peace agreements, assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilization of economic and development assistance and the coordination of humanitarian assistance. The United Nations Security Council also adopted resolution 2579 (2021) extending UNITAMS.

The position is based in Darfur, Sudan and is located in the Office of Support to the Political Transition. The incumbent serves as Chair to the Permanent Ceasefire Committee in Elfasher and reports to the Special Representative of the Secretary-General or his designee

Responsibilities ▪Chairs the Permanent ceasefire committee (PCC), El Fasher, as provisioned in the “Permanent Ceasefire and Final Security Arrangements Agreement” representing UNITAMS. ▪Assists in resolving disputes related to military or operational issues, complaints, questions or problems regarding implementation of “Permanent Ceasefire and Final Security Arrangements Agreement”, including the investigation of any alleged violation. ▪Leads the planning, deployment, employment and management of secretariate support which inter alia will include its human resources, in coordination and consultation with relevant UNITAMS sections •Incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity and a gender perspective throughout the office's activities. •Plans, coordinates and executes Darfur wide UNITAMS support on activities of monitoring and verification of the PCC and coordinates with other components of the Mission and external to the Mission as required. •Ensures that the works of all components of the ceasefire committees at the regional level are in accordance with the overall strategy of the Mission. •Monitors and analyzes information and data, managing, coordinating and supervising the preparation of analytical materials and assessments related to ceasefire and security arrangements •Supervises, mentors, and evaluates staff within the ceasefire and security committees; participating in selection of new staff; coordinating the activities and personnel Mission components working on the ceasefire and security committees at the regional and subregional •Formulates the programme of work of the regional office. •Oversees the development of quick impact projects and their implementation.

2 Advice and reporting: Identifies emerging issues at the regional level pertaining to the implementation of the PCC; analyzes implications and makes recommendations on possible strategies and measures; proposes plans of action for immediate and long range solutions to ceasefire and security problems in the region. •Provides input for the ceasefire and security committees for the Secretary-General's reports to the Security Council on the activities of the Mission as well as briefings to the Security Council and other such documents. •Prepares various written materials, such as reports, statements, notes on meetings, speeches and briefing notes. •Provides ceasefire, security and other related advice to the SRSG and other components of the Mission working in the region.

3 Liaison: Provides good offices on behalf of the SRSG at the regional level in relation to the ceasefire and security committee, as appropriate. Develops and maintains relations at the regional and municipal levels with governmental officials, political actors and leaders of the civil society, as well as regional actors and organizations and the wider UN system, operating within the region as relevant for the PCC.

Education Advanced University Degree (Master’s degree or equivalent) in Political Science, International Relations, Social Science, Law, defence and security studies or a related field. A relevant combination of education and experience may be taken into consideration in lieu of the advanced degree.

Work Experience A minimum of 15 years of progressively responsible experience in political affairs, diplomacy, international relations, conflict resolution, defence and security or a related field is required. Excellent and proven management skills are required. . Experience in outreach, facilitation, analysis and reporting is required. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable UN Peacekeeping experience as a Force Commander/Deputy Force Commander, Senior Military Observer/Staff Officer is required Military Command experience at Brigade level or higher is desirable Experience in a conflict or post-conflict setting is desirable Excellent and proven management skills are required. .

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English is required; knowledge of Arabic is desirable
