You have:
- Relevant qualification in Graphic Design, Art and Design, or a related field
- At least 5 years of experience in graphic design with UN agencies, international NGOs, or local NGOs, in both humanitarian and development contexts
- Demonstrated experience in designing training materials, toolkits, and handbooks
- Strong practical background in using design software and technologies (such as Adobe Design Premium, In-Design, Illustrator, CorelDraw, Dreamweaver, etc.)
- Proven experience in developing digital IEC products, including interactive PDFs, e-learning modules, digital toolkits, mobile-friendly content, multimedia resources, and other accessible formats tailored for diverse audiences
- Demonstrated experience adapting, digitizing, and transforming print-based IEC materials into user-friendly digital formats that are accessible, engaging, and easy to navigate
- Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and colour management
- Fluency in English

Project Context and Scope
The BRMM 2026–2027 project aims to strengthen safe employment and labour migration systems for Ugandans and other populations in the East and Horn of Africa (EHOA), including along key migration corridors to Gulf countries such as Saudi Arabia and Qatar. It addresses persistent gaps in employment services, entrepreneurship support, and structured migration pathways, while enhancing protection for migrant workers through improved job matching, orientation, and reintegration systems.
The project follows a dual approach. First, it expands access to employment and entrepreneurship opportunities through Migrant Worker Support Centres (MWSCs) and Youth Business Incubation (YBI) initiatives. Second, it strengthens formal labour migration pathways through Bilateral Labour Migration Agreements (BLMAs), ethical recruitment systems, and deployment support. Together, these interventions aim to improve employability, promote safe mobility, and prepare migrant workers for both domestic and international labour markets.
A key component of the project is strengthening orientation programming across the migration cycle, specifically Pre-Employment Orientation (PEO), Post-Arrival Orientation (PAO), and Pre-Return Orientation (PRO). This includes developing standardized orientation guides and handbooks, conducting stakeholder validation, and piloting the materials in both countries of origin and destination. The materials will increase awareness of labour rights, ethical recruitment practices, and informed migration choices, contributing to stronger protection and better outcomes for migrant workers.
In this context, producing high-quality, user-friendly orientation and Information, Education and Communication (IEC) materials require the services of a graphic design consultancy. Given the technical nature of the materials, their diverse audiences, and the need for clear and accessible communication, professional design support is essential to present the content in visually engaging and easy-to-understand formats for individuals with various levels of literacy. The consultancy will therefore help ensure that the orientation tools are effective, standardized, and impactful.
Organizational Department / Unit to which the Consultant is contributing
Labour Mobility and Social Inclusion (LMI) Unit under the Better Regional Migration Management project.
The Consultant will report to the National Programme Officer LMI at IOM Uganda. The Consultant will keep IOM Uganda updated on the status of the activities on a weekly basis, to ensure management is kept informed of any challenges.

- Proven experience in developing digital IEC products, including interactive PDFs, e-learning modules, digital toolkits, mobile-friendly content, multimedia resources, and other accessible formats tailored for diverse audiences.
- Demonstrated experience adapting, digitizing, and transforming print-based IEC materials into user-friendly digital formats that are accessible, engaging, and easy to navigate.
- Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and colour management
- Familiarity with Migration, protection, or community-based programming (preferred)
- Experience aligning with IOM or UN branding standards (advantage)
- Languages
- Fluency in English

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
