Result of Service - Interpretation and implementation of procedures and rules related to administrative, procurement, financial and personnel matters and ensure their compliance. - Administrative support to organization of conferences, workshops, retreats, study tours, etc - Arrangement of travel and hotel reservations, preparation of travel authorizations - Provision of all necessary support in organization of the above, as well as report to submission to RC Office. - Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems - Assistance in proper control of the supporting documents for payments and financial reports; payment execution and monitoring payment status. - Full compliance of procurement activities with UN rules, regulations, policies and strategies - Support to organization of procurement processes

Expected duration It should be noted that the assignment is for a period of nine (9) months.

Duties and Responsibilities The General Assembly resolution 72/279 on the UN Development System reform, issued in 2018 and active on 1 January 2019 elevates the United Nations Sustainable Development Cooperation Framework (UNSDCF) as the most important planning and implementation instrument of the UN system in support of the 2030 Agenda for Sustainable Development (2030 Agenda) in the country with a commitment to leave no one behind and in line with human rights and other international standards and obligations. It outlines the UN’s collective response to national development priorities and the Sustainable Development Goals (SDGs) for the period of 2023-2027 and is prepared and implemented in full consultation with the Government and other stakeholders, including development partners, international financial institutions, civil society, trade unions, private sector and beneficiaries. The UNSDCF is expected to be a vehicle for supporting economic transformation, peaceful societies through sustainable development strategies specific to Kyrgyzstan’s country contexts and leveraging funding for financing for achieving the SDGs. The full UNSDCF roll-out process and timelines is outlined in the UNSDCF Roadmap. The United Nations Country Team (UNCT) in the Kyrgyz Republic will be launching the process of preparation and formulation of the UNSDCF 2023 – 2027 with the final independent evaluation of the UNDAF 2018-2022. The second stage of the process will be the Common Country Analysis (CCA), which is the UN system’s independent, impartial and collective assessment and analysis of a country situation that lays grounds for developing the UNSDCF. UNRCO provides secretariat and coordination support to the UN Country Team.

Under the guidance and supervision of the RCO Head of Office, the Logistics Assistant to support the Cooperation Framework (CF) design extends coordination and operations support to the UN Resident Coordinator’s Office in the process of the UNSDCF 2023-2027 design, UNRCO work plan and provides operational support to the Spotlight and PDA teams, which includes:

  • Provision of logistics, cooperation and operations support to UNCT/RCO, UNDAF and CF related activities/events;
  • Provision coordination and operations support to meetings and retreats of UN Working Groups
  • Assistance in preparation of UMOJA/IRIS service requests in accordance with UN/UNDP rules and regulations;

    Qualifications/special skills Academic Qualifications: University degree (or equivalent) in development/business administration/economics or social sciences Experience: A minimum of five (5) years of work experience in provision of operations support (administration and/or procurement and/or finance and/or logistics) in international/development organizations); At least three (3) years of progressively responsible experience within the UN system is desirable. Language: Fluency in English and Russian
