What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Central Tracing Agency (CTA) is going through a massive transformation and becoming one of ICRC´s seven areas of acceleration. All related programmes namely the Missing Person Project (MPP), Reestablishing Family Links (RFL) and Forensic activities will be also revised and prioritized accordingly.

With a threefold approach, the CTA will reinforce its support to National Societies, States and other stakeholders to prevent and respond to family separation and disappearance. It will increase its expertise in managing, exploiting and properly storing data for humanitarian purposes. It will finally reinforce its capacity to engage with affected populations online and offline and to professionalize the search process.

Part of this transformation is the development of a communication strategy that supports CTA objectives. The StratCom unit within CIM_COM will lead the development of this strategy, providing communication guidance and coordination with the communication teams in CIM_COM on issues such as global visibility, regional campaigns, engagement with communities and internal communication.

The implementation of this strategy will be led by a CTA/MPP communication officer integrated within StratCom. The officer will implement the communication strategy and help coordinate CIM’s contribution to the CTA. The officer will also liaise with other CIM and HQ units, delegations as well as with National Societies.

Main duties and responsibilities

  • Support the development and implementation of a Central Tracing Agency communication strategy as well as a communication plan;
  • Support the development of tools and assets for communication towards multiple stakeholders (external, internal and with and for the Movement) as well as for fundraising purposes;
  • Support internal awareness and support of the CTA transformation;
  • Develop and maintain a network of focal points in delegations;
  • Develop and maintain a network of focal points in National Societies;
  • Ensure the development of training material (if needed);
  • Liaise with communicators of other international and local organizations as required (missing persons associations as required;
  • Replace the StratCom Senior Communication Advisor on CTA/MPP issues when required.

Relationships

  • Internally, interacts with operational regions and other departments at headquarters, and regional communication centres and delegations in the field.
  • Externally, interacts with suppliers, National Societies and their International Federation, and local stakeholders.

Education and Professional experience required

  • University degree or equivalent (preferably master's level) in a relevant field such as communications, marketing or journalism;
  • Minimum 5 years in a communication or marketing role in an international setting;
  • Experience in strategic communications, for influence and behavior change;
  • Knowledge and understanding of the Red Cross Red Crescent Movement, experience with the Movement, an asset;
  • Computer skills (proficiency in MS Office); familiarity with online and social media communication tools;
  • English and French languages are essential for the role.
