Central America Private Sector Trainer

Result of Service- Substantive support provided to ARISE Networks in Central America including partner private sector initiatives to enhance knowledge and technical capacities on integrating DRR and long-term resilience focus into business models and strategies.

- Ensure all stakeholders and partners contribute to the training process and that results are shared accordingly with target audience.

- Create a better understanding of private sector challenges, gaps, opportunities to enhance resilience and the ARISE priorities in Centra America.

- Identification and sharing of initiatives that promote DRR public private partnerhsip (especially SME) from Central America.

- Training reports with evaluation results delivered as requested by UNDRR and by the donor.

Duties and Responsibilities Background

The Swiss Cooperation with its new Disaster Risk Governance programme in Central America will support three projects and three implementing partners, CEPREDENAC (Centro de Coordinación para la Prevención de los Desastres en América Central y República Dominicana), UNDRR (United Nations Office for Disaster Risk Reduction) and OCHA (United Nations Office for the Coordination of Humanitarian Affairs), based on a single theory of change and common objectives. The three strategic partners identified have a mandate, permanence in the region, territorial anchorage, trust, credibility and experience in issues relevant to the programme.

With the programme it is expected that in the medium and long term more lives will be saved, and disaster losses and damages will be reduced, due to more effective, inclusive and principled disaster and risk management, and that the population will suffer less from disasters, ultimately increasing the resilience of the vulnerable population of Central America to disasters.

UNDRR is responsible to enhance private sector engagement as part of the project main areas of focus and in line with the UNDRR workplan 2022-2023.

In recent years, in Central America the private sector has been consolidated around the ARISE (the Private Sector Alliance for Disaster Resilient Societies),national networks, hosted under the private sector organizations members of Integrarse (a social responsibility regional network). This consolidation has provided an opportunity for learning, capacity building, the establishment of public-private partnerships, as well as the development of tools to increase the resilience of the companies themselves which has enabled to reach many companies from large to small in many sectors. According to the latest UNDRR studies on the resilience of the private sector, 99.5% of companies in Latin America and the Caribbean are SMEs (small and medium-sized enterprises) and generate 60% of productive employment. In Central America, 60% of the companies know the tools they can use to understand risk and take preventive measures. In this sense, it is necessary to support the private sector in the implementation of disaster preparedness measures and the transformation of business models, as a long-term risk prevention and reduction measure.

In El Salvador, specifically, a private sector initiative has emerged to respond to the challenges, consequence of the impacts of multiple hazards in the Central Americas region in the last years. The initiative is led by Fundemas, the ARISE El Salvador network, which is supporting the coordination of the initiative and aims to provide technical capacities in Disaster risk Reduction to enhance the initiatives’ impact. Other ARISE networks in Central America could request training as well.

Duties and Responsibilities

The consultant will be responsible for adaptation, design of training materials and training of the workshop in DRR (disaster risk reduction) for the private sector and coordination with the partners (UN agencies) and ARISE networks for its delivery.

The consultant will report to the External Relation Officer and the Partnerships Officer of the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for the Americas and the Caribbean (ROAC), in close coordination with the UNDRR project manager and the partners and ARISE networks in Central America. Technical support for this position may be provided by other staff members of the Regional Office.

- Develop methodology for the private sector training in coordination with partners and target audience.

- Revise the training modules and the overall training agenda developed by UNDRR to propose an updated version of the sessions plan and training materials.

- Include cases and examples according to the specific country and audience.

- Ensure regular contact and coordination with other partners and relevant stakeholders, such as UN agencies, IGOs (intergovernmental organizations), local governments, sectorial ministries, civil society organizations, thematic networks, the science & technology community and the private sector, among others as necessary to plan their involvement and engage them in their provision of technical assistance and knowledge to the trainings.

- Conduct the trainings and a final evaluation with the participants that could inform on contributions of the private sector to resilience and DRR, ensuring coordination and the participation of relevant partners (UN agencies, ARISE networks, IGOs, national and local government institutions,etc).

- Compile the training results and produce a final report under close collaboration with UNDRR and partners involved.

Qualifications/special skills Skills: - Good understanding of gender perspectives in DRR is desirable.

- Knowledge of the work carried out by the UNDRR Americas office is a plus.

Academic Qualifications: A first-level university degree in Business administration, Social Sciences, National Resources Management, Disaster Risk Management or related fields is required.

Experience: - A minimum of 3 years of progressively responsible experience in capacity building or engagement with the private sector is required.

- Experience working in Central America is desirable.

- Experience in working in a multicultural context is a plus.

- Experience with the UN system is a plus.

Language: Fluency in Spanish is required. Knowledge of English and another UN language is an advantage.
