Result of Service In line with United Nations Principles and Recommendations for Population and Housing Censuses, and in full harmonization with internationally established standards and recommendations for census undertaking, the Census Technical Adviser will perform technical assistances task and provide substantive technical inputs to all activities pertaining to census operations throughout all stages of the process. In addition, the incumbent will provide support in implementing and documenting activities aimed at increasing stakeholder participations throughout the census processes.

Expected duration The assignment will be for 10 months initially but may be extended subject to the availability of funding. The consultancy will start on 1 March 2022.

Duties and Responsibilities Background The 2020 Africa census round is part of the World Programme whose goal is for countries and areas to agree on a set of accepted international principles and recommendation governing the conduct of census; to conduct a census, at least once, during the period 2015-2024; and to disseminate census results in a timely manner. In Africa, the Economic and Social Council adopted resolution 2015/10 on the 2020 World Population and Housing Census Programme. The 2020 round pays particular attention to issues specific to the continent. The programme will: 1. provide direct technical support necessary for census planning, management, data collection, processing, analysis and dissemination; 2. build technical capacity on the different phases of a census operation; and 3. support countries in difficult circumstances to prepare to conduct population and housing censuses. Censuses are indispensable tools to Africa’s development as they provide data up to the finest level of geographic disaggregation. Population and housing censuses provide vital information for monitoring the two development Agendas, the Agenda for Sustainable Development and Agenda 2063 in addition to on a wide range of statistical areas allowing disaggregation by small geographic areas and small population groups. ECA is working towards every country in Africa undertaking a census in the 2020 Round.

Duties and Responsibilities

The consultants will be working under the direct supervision and guidance of the Chief, Demographic and Social Statistics Section and overall supervision of the Director of the African Centre for Statistics at United Nations Economic Commission for Africa in Addis Ababa. The Census Technical Adviser (CTA) will lead the coordinated approach at the continental level among the United Nations and other development partners. The consultancy will be based at the Economic Commission for Africa in Addis Ababa, Ethiopia.

The programme will: a) Provide direct technical support necessary for census planning, management, data collection, processing, analysis and dissemination to countries in the Francophone Region; b) Build technical capacity to the national statistical and census offices staff on the different phases of a census operation; and c) Support countries in difficult circumstances to prepare to conduct population and housing censuses.

Qualifications/special skills Academic Qualifications: Advanced postgraduate university degree in Demography, Statistics, Population Studies, Social Sciences or related subjects is required. PhD preferable or equivalent professional experience would be an added advantage. Experience: At least 8 years extensive hands-on experience in implementation of population and housing censuses in more than one developing country, preferably in Africa is required. Specifically, the following are required: - Experience in planning and implementation of digital censuses; - Experience in implementation of census communication strategy; - Experience in resources mobilization and working with key partners in census implementation; - Experience in providing on-the-job training to local staff in data quality, analysis and report writing; - Experience in socio-demographic data analyses and dissemination of census data and to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues; - Knowledge and experience with census data processing software (CSPro, REDATAM, etc.), demographic data analysis (MORTPAK, FERTPAK, PAS), statistical packages (SPSS, STATA) and population projection programs (People, Spectrum, RUP); - Excellent communication skills especially for transfer of knowledge Language: English and French are the working languages of the United Nations Secretariat. For this consultancy fluency in English is required.
