You have:
- Advanced university degree, master's or equivalent, in environmental science, economics, politics, international relations or a similar discipline.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 5 years of professional experience working in a field relevant to climate change, air pollution, international development, or international relations is required.
- Experience building effective relationships with government officials from both developed and developing countries and navigating the complexities of working across the whole of government.
- Experience working in Latin America and the Caribbean.
- Experience providing technical and regulatory support on climate and air quality planning.
- Experience developing and organizing workshops, trainings, and/or peer to peer exchange events.
- Demonstrated ability to interact diplomatically with governments and other stakeholders is required.
- Fluency in Spanish and English (written and spoken) is required.
- French language skills are an asset.
Result of Service The Consultant will be required to: - Coordinate project implementation of CCAC approved projects for Latin America & the Caribbean seeking synergies with relevant UNEP activities in the region - Contribute to CCAC and UNEP LACO’s shared, interlinked and compatible, agendas to find solutions to improve air quality, and climate goals with co-benefits for health and food security in countries throughout LAC - Support the implementation of the Regional Action Plan on Air Quality for LAC, within the framework of the LAC Forum of Ministers of Environment / Intergovernmental Network on Atmospheric Pollution, ensuring that integrated climate and clean air actions are accounted for - Conduct country outreach in the region for the CCAC, including awareness raising on methane - Support national and regional capacity building on modelling SLCP emission and mitigation pathways with LEAP-IBC and/or other tools. - Review and provide technical inputs to country service requests submitted by CCAC countries in the LAC region to properly reflect country needs and priorities and align with CCAC priorities - Facilitate LAC countries to make requests for CCAC support (country requests or group of country requests) for SLCP mitigation priorities in support of national climate and air quality planning and policy processes, taking into account priorities reflected in the United Nations Sustainable Development Cooperation (UNSDCFs). - Organize internal and external trainings, meetings, and webinars to build capacity and awareness on SLCPs and air quality. - Coordinate national SLCP expert consultants working in LAC to gather up to date information on progress across country activities and to identify emerging priorities. - Ensure SLCP action is embedded into political processes in LAC/ coordination with CCAC Secretariat on high level meetings in the region, etc. - Prepare case studies on national and regional action to reduce SLCPs (linked to CCAC projects) and atmospheric pollution, particularly in key polluting sectors. - Other ad hoc tasks to support the CCAC Secretariat’s and UNEP’s work.

Duties and Responsibilities The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.
The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.
The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris.

The CCAC works at the nexus of climate and air quality, to deliver multiple benefits from the fast mitigation of short-lived climate pollutants.
Countries in the CCAC are key to ensuring the widespread adoption and implementation of policies, regulations, and practices to substantially reduce short-lived climate pollutants – a key priority to the CCAC’s 2030 Strategy.
CCAC is also committed to supporting regional processes that support the integration of actions on climate, clean air, and health such as those of the Intergovernmental Network on Atmospheric Pollution for Latin America and the Caribbean (LAC). Following the Decision 7 of the XVI Meeting of the Forum of Ministers of Environment of LAC that established the Intergovernmental Network on Atmospheric Pollution for LAC, as well as Decision 8 of the XIX Meeting of the Forum that adopted the Regional Action Plan of Intergovernmental Cooperation on Atmospheric Pollution for LAC, UNEP’s Latin America and the Caribbean Office (UNEP LACO) was invited in its role of Secretariat of the Forum, to re-establish the activity of the Intergovernmental Network on Atmospheric Pollution and to update and support the implementation of the Regional Action Plan on Air Pollution.
Within the context of the Regional Action Plan on Air Quality 2022-2025 that includes short-lived climate pollutants, the CCAC Secretariat and UNEP LACO aim to strengthen the cooperation across shared agendas to find solutions to improve air quality, and climate goals with co-benefits for health and food security in countries throughout LAC. This builds on CCAC’s efforts to reduce dangerous air and climate pollutants in LAC and the first ever CCAC/UNEP published Integrated Assessment of Short-lived Climate Pollutants (SLCPs) for the region.
As per the CCAC 2030 Strategy, the Secretariat’s role is to provide 1-to-1 support to strengthen engagement across ODA-eligible country partners to ensure that their priorities and needs to support SLCP mitigation are met that is guided by the CCAC’s key directions in the areas of:
- Enhancing capacity in national institutions to integrate air quality and greenhouse gas mitigation policies, and catalyse action to reduce short-lived climate pollutant emissions in key sectors at scale
- Getting short-lived climate pollutants on national, regional and global agendas and platforms
- Supporting national and transformative action by expanding our work on analytical and planning support to enable country partners to embed measures to reduce short-lived climate pollutants in national climate and clean air strategies, plans, policies and budgets, helping to develop more effective regulatory systems, and deploying the work from the sectors to identify and overcome barriers to mitigation.
- Advancing policy-relevant research and analysis to drive evidence based decision making
In this context, the CCAC Secretariat is seeking a CCAC Regional Expert for Latin America and the Caribbean (LAC) to support day to day work required for action on short-lived climate pollutants at the national and regional level. The Consultant will work in close collaboration with the CCAC Secretariat team and UNEP’s Latin America and the Caribbean Office (UNEP LACO).
Expected outputs include: -Effective and timely coordination of CCAC approved projects for Latin America & the Caribbean seeking synergies with relevant UNEP activities in the region - Effective and timely implementation of the Regional Action Plan on Air Quality for LAC, within the framework of the LAC Forum of Ministers of Environment / Intergovernmental Network on Atmospheric Pollution, ensuring that integrated climate and clean air actions are accounted for - Deliver national and regional capacity building on modelling SLCP mitigation pathways with tools such as LEAP-IBC or others - Provide timely technical inputs to country service requests submitted by CCAC countries in the LAC region in accordance with the CCAC Funding Process - Effective and timely delivery of up to 7 internal and external trainings, meetings, and webinars to build capacity and awareness on SLCPs - Effective training of national consultants working in the LAC region - Ensure SLCP action is embedded into political processes in the LAC region - Support mainstreaming of SLCP in national climate and air quality policies and planning processes - Delivery of case studies on national and regional action to reduce SLCPs (linked to CCAC projects)
