Overview

Support action on short-lived climate pollutants in Latin America.

You have:

  • Advanced university degree, master or equivalent, in environmental science, economics, politics, international relations or a similar discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of professional experience working in a field relevant to climate change, air pollution, international development, or international relations is required.
  • Experience building effective relationships with government officials from both developed and developing countries and navigating the complexities of working across the whole of government is required.
  • Experience working in Latin America and the Caribbean is required.
  • Experience providing technical and regulatory support on climate and air quality planning is required.
  • Experience developing and organizing workshops, trainings, and/or peer to peer exchange events is required.
  • Demonstrated ability to interact diplomatically with governments and other stakeholders is required.
  • An advanced understanding of short-lived climate pollutants, climate change and air pollution issues is required.
  • Ability to work effectively with multiple stakeholder groups including national governments is required.
  • Excellent communication skills (written and oral presentations) in Spanish and English is required.
  • Ability to write clearly and succinctly is required.
  • Ability to support/perform SLCP modelling is desired.
  • High level of organization, flexibility, ability to work in a team, to work well under pressure and successfully manage multiple deadlines and competing demands is required.

Result of Service

Support day to day work required for action on short-lived climate pollutants in ODA-eligible CCAC country partners with a specific focus on Latin America at the national and regional level. Support the CCAC Secretariat’s development, coordination and management of CCAC-funded projects.

Duties and Responsibilities

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the CCAC is here: www.ccacoalition.org As of October 2023, the same team is providing secretariat services to the Global Methane Pledge. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris, France. As per the CCAC 2030 Strategy, a key CCAC Secretariat role is to provide 1-to-1 support for national action in ODA-eligible country partners. In this context, the CCAC Secretariat is seeking a CCAC Programme Manager to support day to day work required for action on short-lived climate pollutants in ODA-eligible CCAC country partners with a specific focus on Latin America and the Caribbean at the national and regional level. Responsibilities 1. Advance CCAC National Action efforts - Support CCAC national action efforts and related processes. - Track and advise on national government priorities for policy/regulatory actions or scale-up/implementation activities related to SLCP mitigation. - Review and provide technical inputs to technical assistance projects. - Collect information from national focal points and share this with the CCAC Secretariat team via agreed internal systems, trackers, etc. - Ensure SLCP action is embedded into political processes in LAC/ coordination with CCAC Secretariat on high level meetings in the region, etc. 2. Support Project Management to advance national action - Coordinate projects, from requirements definition through to completion, setting up project steering committees where necessary. - Develop and review project schedules, scopes, budget estimations, and implementation plans. - Coordinate internal resources and external implementers to ensure successful project execution. - Measure project performance and ensure that project requirements are met, including quality assurance of project deliverables/outputs. - Establish and ensure relationships with and engagement of relevant stakeholders at country level. - Create and maintain comprehensive project documentation, as well as liaising with CCAC communications team members on transparency of projects via CCAC website, etc. - Drive the development of and documentation of best practices for project management in the CCAC context. - Internally, advise team members on good project development as well as project management practices. 3. Other ad hoc duties as required. - Other ad hoc tasks to support the CCAC Secretariat’s and UNEP’s work as required, such as ensuring synergies between CCAC’s work and the Regional Action Plan 2026-2029 on Air Quality for LAC, within the framework of the LAC Forum of Ministers of Environment / Intergovernmental Network on Atmospheric Pollution.
