CCAC National SLCP Expert (Uganda)

Result of Service The National consultant will support Uganda in national SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The consultant will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sector and political and institutional backing for the SLCP mitigation strategy.

Duties and Responsibilities The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Uganda of is a CCAC State Partner. Uganda has engaged the CCAC to integrate climate and clean air actions in the transport and waste sectors. Uganda through the Ministry of Water and Environment has requested support in SLCP planning and implementation to enhance policy frameworks and institutional capacity to address SLCPs and GHG emissions in Uganda’s revised Nationally Determined Contribution (NDC) and national air quality regulations and standards. The request will also contribute to on-going CCAC National Planning Support (Stage 1).

The CCAC is therefore seeking a National Expert to strengthen the capacity of the Uganda’s Ministry of Water and Environment to coordinate national SLCP planning, policy, and implementation efforts. (More information on the CCAC planning process can be found here: (https://bit.ly/CCAC-planning)

The CCAC National expert will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry of Water and Environment to enhance awareness on national planning and SLCPs, and coordinate national SLCP planning, policy, and implementation efforts. The Consultant will also be responsible for development and implementation of SLCP emission and mitigation assessments and projects in key source sectors and fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies.

Specific responsibilities: 1. Secure participation and buy-in from across government to develop/implement a National SLCP Strategy, including endorsement at high political level. 2. Strengthen the government’s capacity for developing and implementing SLCP mitigation actions, based on the CCAC’s integrated approach to climate change and air pollution reduction. 3. Integrate SLCP mitigation actions into relevant national processes, plans and strategies at national and sub-national level. 4. Propose national and international funding opportunities for implementation of National SLCP Strategy. 5. Raise awareness on SLCP at national/sub-national level 6. Ensure Uganda is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).

Qualifications/special skills Qualifications: - Advanced university degree, master or equivalent, in environmental science, economics, development studies, public policy planning, international relations or a similar discipline. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Professional experience: - At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required.

Special knowledge and skills: - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Uganda is desirable¿¿ - Ability to work effectively with multiple stakeholder groups including national governments is required.¿ - Excellent communication skills (written and oral presentations) is required.¿ - Knowledge of the national policies in climate change mitigation and air pollution (National Policy of Climate Change and National Strategy of Air Quality) is required.¿ - Good knowledge of national environmental regulations and national environmental issues - Good knowledge of national, state and semi-state institutions, entities, bodies and bodies and their assignment and scope of activities - Experience working with the LEAP tool, or comparable emission inventory and scenario modelling platforms, is desirable.¿¿ - Ability to work with advanced formulas in Excel spreadsheet.¿¿ - Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019 and inventory of SLCP emissions - Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019.¿
