Result of Service

The National consultant will support Mali in national SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The consultant will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sector and political and institutional backing for the SLCP mitigation strategy.

Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Mali is a CCAC State Partner. In 2019, Mali developed a first National Emission Inventory of SLCPs, which quantified emissions of SLCPs, air pollutants and GHGs using a consistent methodology. Mali through the National Meteorological Agency/ Ministry of environment and sustainable development has requested support in SLCP planning and implementation to align with Mali’s national planning process and would support strengthening national ownership of SLCP planning.

Mali's revised NDC covers four sectors (Energy, Agriculture, Forestry and Waste) and foresees, by 2030, the construction of photovoltaic power plants to increase the share of renewable energy in the energy mix; the promotion of the use of organic manure for resilient agriculture; intensive reforestation programmes and the protection of protected areas; and finally, better management of waste production and processing in view of the revised Nationally Determined Contribution targets. The revised NDC also includes short-lived pollutants. This NDC will be implemented in conjunction with the HCFC and HFC phase-out schedule under the Kigali Amendment signed and ratified by Mali.

In total, 16 measures were identified as providing 90% of the climate benefits out of the hundreds of measures assessed. These include 9 measures targeting black carbon, including measures in the residential, agricultural, transport and industrial sectors, and 7 measures targeting methane in the agriculture, oil and gas and waste sectors.

The CCAC is therefore seeking a National Expert to strengthen the capacity of the Mali’s National Meteorological Agency/ Ministry of environment and sustainable development to coordinate national SLCP planning, policy, and implementation efforts. The CCAC National expert will work in close collaboration with the CCAC Secretariat team and focal points at the National Meteorological Agency/ Ministry of environment and sustainable development to enhance awareness on national planning and SLCPs, and coordinate national SLCP planning, policy, and implementation efforts. The Consultant will also be responsible for development and implementation of SLCP emission and mitigation assessments and projects in key source sectors and fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies.

Objectives:

  1. Secure participation and buy-in from across government to develop/implement a National SLCP Strategy and methane roadmap, including endorsement at high political level.
  2. Strengthen the government’s capacity for developing and implementing SLCP mitigation actions, based on the CCAC’s integrated approach to climate change and air pollution reduction.
  3. Ensure effective national coordination and implementation of CCAC funded projects and engagement of relevant stakeholders
  4. Develop concrete plans to advance rapid and large-scale implementation of SLCP mitigation actions across the country and mechanisms to measure progress.
  5. Integrate SLCP mitigation actions into relevant national processes, plans and strategies at national and sub-national level.
  6. Identify and advance opportunities for national and international resources/funding for implementation of National SLCP Strategy.
  7. Raise awareness on SLCP at national/sub-national level
  8. Ensure Mali is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).

Output expectations:

1) - Mechanism in place to ensure inter-ministerial and inter-institutional coordination and collaboration on SLCP reduction (e.g., inter-institutional task force, national SLCP unit, etc). - Endorsement at minister/cabinet level of a National SLCP Strategy and a national methane roadmap - Engagement of sub-national governments, and civil society in CCAC partner country

2) - Capacity built at national level for SLCP mitigation: Trainings given to relevant government departments/ministries on integrated SLCP emission and mitigation assessments leading to: o Integrated (updated/improved) SLCP, GHG and air pollutant emission inventories, mitigation assessments and implementation strategies, national methane roadmap and MRV and/or SLCP emission/mitigation tracking system 3) - Timely and complete substantive and financial CCAC project progress reports 4) - Draft and final papers recommending concrete plans and actions to implement SLCP mitigation actions. 5) - Draft and final papers demonstrating integration of SLCPs into relevant national/sub-national processes, plans and strategies 6) - Applications for grants/funding to secure long-term investment - Submitted proposals for national and/or international funding/resources to implement country’s National SLCP Strategy. - Submitted proposals for CCAC funding support (e.g., Technical Expert Assistance, Country requests via the annual CCAC expression of interest process, etc) 7) - Awareness-raising materials developed, and events organized on integrated climate change and air pollution reduction strategies, and the National SLCP Strategy. - Participation at high political level in SLCP relevant events - Presentations at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase country’s successes as well as to detail any challenges or requests for assistance. - Add updated partner profile for CCAC website. 8) - Collaboration with CCAC from across national government departments - Active participation with sectoral hubs and engagement with implementation facilitators

Qualifications/special skills

• At least first undergraduate university degree, in environmental science, economics, politics, international relations or a similar discipline. • At least 2 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. • Demonstrated ability to provide technical assistance to governments and other stakeholders is required. • Ability to work effectively with multiple stakeholder groups including national governments is required. • Excellent communication skills (written and oral presentations) is required. • Knowledge of the national policies in climate change mitigation and air pollution (National Policy of Climate Change and National Strategy of Air Quality) is required. • A good understanding of short-lived climate pollutants, climate change and air pollution issues in Mali is desirable. • Experience working with the LEAP tool, or comparable emission inventory and scenario modelling platforms, is desirable. • Good knowledge of national environmental regulations and national environmental issues is desirable. • Good knowledge of national, state and semi-state institutions, entities, bodies and bodies and their assignment and scope of activities is desirable. • Ability to work with advanced formulas in Excel spreadsheet is desirable. • Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019 and inventory of SLCP emissions is desirable.
