Result of Service

The Financial Analysis Expert will be responsible for supporting the Brazilian Ministry of Environment and Climate Change in the formulation of a comprehensive and integrated funding strategy for the mitigation component of Plano Clima, in close coordination and alignment with the Adaptation Strategy team who will be responsible for preparing information concerning funding strategy for the adaptation component. The expert will start conducting an extensive analysis for establishing the methodological basis for funding the mitigation actions proposed in the mitigation plans. It is important to remark that the seven sectorial mitigation plans will be developed (Energy, Transport, Agriculture, Land Use Change, Cities, Industry, and Waste) with an integrated air quality and climate change mitigation approach, which should consider SLCP, especially methane. Based on that, he/she will prepare a template containing specific parameters that should be filled to ensure common structure and consistency of information for both the mitigation and adaption sectoral plans, along with the methodological guidelines to the elaboration of the funding sectoral strategies of the Sectoral Plans. To consolidate this information, the consultant will work in close collaboration with the Adaptation Strategy team who will prepare data and analyses on the financial parameters for the adaptation sectors. The consultant should also dive-into supporting the means of the implementation for the mitigation component of the Plano Clima for supporting the identification of the main financial gaps in the mitigation sectors and supporting the sectoral mitigation experts (to be hired) to filling out the mitigation sector’s templates. Finally, based on the filled templates and technical written subsidies received by the Adaptation Strategy team as well as from the mitigation experts, the consultant will support the consolidation of the section of “means of implementation” of Plano Clima’s “Transversal Strategy for Climate Action”, which requires a cross-sectoral approach. The finance landscape analysis that will inform the elaboration of the “means of implementation” section of Plano Clima’s “Transversal Strategy for Climate Action”, may include: (i) major categories for the mitigation and adaptation actions; (ii) financial requirements and gaps, as well as the potential for the mobilization of resources, identifying potential funds to be directed towards funding the Sectoral Mitigation Plans (the Sectoral Adaptation Plans will be covered by another consultant to be hired); (iii) key policy measures, necessary regulatory enhancements and policy changes, and strategic investment areas for each Sectoral Mitigation Plan.

Duties and Responsibilities

Convened by the United Nations Environment Programme (UNEP), the Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil is a CCAC state partner having joined CCAC in 2023 and signed the Global Methane Pledge in 2021. The country has taken significant steps to reduce climate change including through planning and mitigation of SLCP. In recognition of the seriousness of the climate emergency, the government of Brazil is now committed to structuring a renewed and ambitious Nationally Determined Contribution (NDC). Through this communication, Brazil confirms its absolute net greenhouse gas emission target in 2025 of 1.32 GtCO2e, consistent with a reduction of 48.4% in comparison with 2005, according to the latest inventory data. Additionally, Brazil commits to an absolute net greenhouse gas emission target in 2030 of 1.20 GtCO2e, consistent with a reduction of 53.1% in comparison with 2005, according to the latest inventory data. In the context of its NDC revision, the country expects yet to undertake an integrated air pollution and climate change mitigation approach which provides a substantial opportunity to enhance its ambition. This means the integration of SLCPs, such as methane, HFCs and black carbon, alongside CO2 and other GHG emission, while articulating the co-benefits of SLCP reductions throughout different sectors that directly or indirectly influence their emissions or can leverage CO2 reduction. In September 2023, the Brazilian government restructured the Interministerial Committee on Climate Change – CIM, which will be an important locus for management, coordination, and articulation regarding the national climate policy. In addition to determining the correction of the Brazilian NDC to the levels of ambition that Brazil had initially proposed in 2015, the Committee established interministerial working groups to the Brazilian Emissions Trading System (SBCE) and to update the law that established the National Policy on Climate Change – PNMC. The CIM also established a Resolution that mandates formulating the National Plan on Climate Change – Plano Clima, establishing two interministerial working groups to coordinate the work, one on mitigation and the other on adaptation. Plano Clima will be the main instrument for implementing climate policy, thus consolidating the strategies and goals of the Federal Government to achieve the objectives of the PNMC and the goals of the Brazilian NDC. The new Climate Plan will cover the period between 2024 and 2035 and will have national and sectoral mitigation and adaptation targets for the years 2030 and 2035, simultaneously compatible with the objective of climate neutrality in 2050. The mitigation component is expected to be developed with CCAC support and include Short-Lived Climate Pollutants (SLCPs), especcially methane. Besides the mitigation and adaptation components, Plano Clima will also comprise a “Transversal Strategy”, intended to consolidate the approach and complementary instruments needed to achieve the objectives defined in the Mitigation and Adaptation Strategies and their respective Sectoral Plans. The CCAC is therefore seeking a Financial Analysis Expert to support the Ministry of Environment and Climate Change of Brazil to assess the financial and regulatory landscape for the mitigation dimension, consolidating the means of implementation necessary to deliver the actions proposed in Plano Clima. Output expectations: - Template with common structure and methodological guideline for the means of implementation of the Sectoral Mitigation and Adaptation actions applicable to all sectors. - Map of the key categories for financing mitigation actions by sector. - Support the development of the “means of implementation” section of the “Transversal Strategy for Climate Action”, consolidating information from mitigation and adaptation. Activities: - Work closely with the sectoral expert consultants (to be hired by CCAC), to elaborate an implementation framework for the Sectoral Mitigation Plans. - Work in close collaboration with and consolidate information received from the Adaptation Strategy Team; - Synthesize the key features of the implementation framework for the different sectors. - Support the Senior Technical Coordinator in consultation processes of the content of the sectoral plans with relevant experts and stakeholders in subjects related to means of implementation of the mitigation sectoral plans. - Keep contact and participate in meetings with technical experts from CCAC and other UNEP’s relevant divisions involved.

Qualifications/special skills

• Advanced university degree, master or equivalent in Economics, Social Sciences, Development Studies, Environmental Sciences, Engineering or Management, Political Sciences, or other relevant fields of study. - A first-level university degree in combination with 4 additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 5 years of practical experience in sustainable finance in Brazil. - Proven experience in financial analysis. Special knowledge and skills: - Technical expertise working with climate funding and green financing instruments. - In-depth knowledge of the national plans, strategies, and policies related to climate change in Brazil is required. - Proven ability to work under pressure, with tight deadlines is required. - Proven ability in articulation with different organizations and sectors (public and private) is required. - Experience with Brazil’s public sector institutions is an asset. - Experience in climate policy and regulatory framework is an asset. - Experience with short-lived climate pollutants is an asset.
