You have:

- A minimum of 10 years of relevant professional experience is required.

- Expert level knowledge of air quality management work, especially in low and middle income countries is desirable.
- Excellent command of English (written and oral) is required.
- Knowledge of additional UN official languages is an asset.

Result of Service
The consultant will: 1. Develop Stages 2-3 guidance as well as outline Stages 4-5 guidance to serve global air quality management practitioners – at all levels of engagement, but especially in low- and middle-income countries – to carry out their current integrated climate mitigation and Air Quality Manager (AQM) planning and thereby provide current, relevant and actionable climate and AQM guidance on all aspects of climate action and AQM planning. 2. Assist with the launch on the UN International Day of Clean Air for Blue Skies on September 7, 2024 of new Stage 2-3 guidance. 3. Support development of new ‘use cases’ relevant for regions and cities to facilitate use of AQMx by AQ practitioners globally through “Communities of Practice”.

Duties and Responsibilities
The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry and Economy Division in Paris. Following the launch by ministers at COP28 of the CCAC Clean Air Flagship (2024-2026), the first phase of the Air Quality Management Exchange (AQMx) was launched on UN International Day of Clean Air for blue skies in 2024. The second phase of the AQMx is in development. An Air Quality Advisor is being recruited to develop the second phase of AQMx, including developing Stages 2-3 to launch at UN International Day of Clean Air for blue skies, and drafting outlines for Stage 4-5 guidance, supporting the Technical Advisory Group, and contributing to the development of regional and cities “Communities of Practices” (COPs) for AQMx as well as sectoral guidance during the timeframe of the contract. Output Expectations: Activity 1: Develop Stages 2-3 AQM Content with an outline for Stages 4-5 AQM Content • In conjunction with the Technical Advisory Group (TAG), and with Secretariat assistance, develop a set of “Key actions to advance AQM planning” for each of the eight established AQMx areas of AQM competency for Stages 2 and 3 to launch at UN International Day of Clean Air for blue skies, with an outline for Stages 4 and 5 content by the end of December. • Support coordination of the TAG with support from CCAC Secretariat to lead development of agendas, discussions, etc to develop Phase 2 of the AQMx Deliverable: • Develop Stages 2 and 3 guidance for each of the eight established areas of AQMx competency to launch at UN International Day of Clean Air for blue skies • Outline of Stages 4 and 5 content for each of the eight areas of AQM competency • Support facilitation and coordination of 1 TAG meeting every 2 months • Validated curated content for platform (via TAG meetings and input from the user community, with support to set up those meetings provided by CCAC Secretariat) • Synthesis of TAG recommendations for AQMx platform implementation Activity 2: Contribute to the development of regional and cities “Communities of Practices” (COPs) for AQMx as well as sectoral guidance during the timeframe of the contract • Provide support to Secretariat and Hub Managers on development and content for sectoral guidance for AQMx as well as the formation of regional CoPs and “cities” CoP in coordination with ongoing efforts, such as BreatheLife, Breathe Cities, Clean Air Catalyst, etc. to support and facilitate the use of - and further development of - AQMx by AQ practitioners globally. Deliverables: • Attend meetings (virtually or in-person as appropriate) and contribute ideas and provide peer-review written suggestions on sectoral guidance or CoPs during the timeframe of the contract. • Support development of new ‘use cases’ relevant for regions and cities to facilitate use of AQMx by AQ practitioners globally through “Communities of Practice”.
Qualifications/special skills
