Result of Service

The consultant will: 1. Develop a work program and implementation schedule for the development of a preliminary Platform to satisfy UNEA resolutions calling for such a platform, that would serve global air quality management practitioners – at all levels of engagement, but especially in low- and middle-income countries – to carry out their current integrated climate mitigation and Air Quality Manager (AQM) planning and thereby provide current, relevant and actionable climate and AQM guidance on all aspects of climate action and AQM planning. 2. Assist with the platform launch on the UN International Day of Clean Air for Blue Skies on September 7, 2024, and presenting the platform and hosting a platform workshop at the WHO Second Global Conference on Air Pollution and Health in Accra, Ghana on 29 – 31 October 2024 with a skeleton slide deck of recommended future development options designed to gather community feedback. 3. Deliver a report that sets out a recommended way forward for continued platform expansion and refinement beyond the preliminary offering of integrated climate action and AQM planning guidance to serve as a more effective engagement tool for global stakeholders in expanding AQM planning and use of the platform. As part of the recommended way forward, include options for the types of assistance the CCAC could provide through its existing funding opportunities (country-driven projects related to national planning and/or sectoral mitigation, plus capacity building; and/or sectoral transformation projects).

Duties and Responsibilities

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the CCAC is here: www.ccacoalition.org As of October 2023, the same team is providing secretariat services to the Global Methane Pledge. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. Following the launch by ministers at COP28 of the CCAC Clean Air Flagship (2024-2026), and in line with the CCAC 2024 Work Plan & Budget the CCAC is providing support for an air quality knowledge platform targeted at air quality managers across the world. The platform is being developed for public-facing launch on UN International Day of Clean Air for blue skies in 2024, as well as at the WHO Second Global Conference on Air Pollution and Health in October 2024. An Air Quality Advisor is being recruited to support assembling and coordinating a preliminary Technical Advisory Group, developing Tier 1 guidance, advising on development of the platform, assisting with the launch of the platform, and developing a roadmap of recommendations for its effective deployment and expansion over time.

Qualifications/special skills

Advanced university degree in climate change, air quality or a related field, is required. - A minimum of 10 years of relevant professional experience working is required. - Expert level knowledge of air quality management tools and resources is required. - Expert level knowledge of air quality management work, especially in low and middle income countries is desirable.

Languages

  • Excellent command of English (written and oral) is required. - Knowledge of additional UN official languages is an asset.
