Result of Service - Quality assurance and technical inputs/recommendations for draft and final CCA document will be provided by the Advisor throughout the process. - The Advisor will provide strategic guidance and feedback to the National CCA Consultant and the Core Group in effectively framing the analysis of the CCA Report based on identified opportunities and challenges, and produce the document as per the DCO guidance note. - The Advisor will further provide advice in convening stakeholder engagements related to the CCA, including with UN agencies, government and bilateral and multilateral partners as required.

Expected duration 25 working days in a span of 6 months (from 20 June 2022 till 31 December 2022)

Duties and Responsibilities The UN Resident Coordinator’s Office in Bhutan is to ensure the coordination of all organizations of the United Nations, dealing with operational activities for development in Bhutan. The RCO will hire a consultant under the supervision of the RCO team leader as the CCA Advisor. Common Country Analysis (CCA) is an important part of the UNSDCF process. The main idea of the CCA is that the United Nations conducts an independent, collective, integrated, forward-looking, and evidence-based analysis of the country context. The CCA aims to examine the underlying and structural factors affecting the lives and livelihoods of women, men, girls and boys, and to address historical, current and emerging political, security, social, economic, disaster and environmental risks. At every step, the new CCA will be data-driven and build an evidence base sensitive to dynamic changes. The Advisor will support and strengthen the Core Group engaged in the development of the CCA, support stakeholder engagement related to the CCA’s development, and provide input into the establishment of processes and systems to underpin future iterations on the CCA. The Advisor will provide substantive advice, guidance and feedback to the National CCA Consultant and the Core Group. The Advisor will offer recommendations and feedback on improvements, achieving key results, quality assurance and technical inputs/recommendations for draft and final CCA document and implementing new approaches during the consolidation process of the Common Country Analysis (CCA).

Qualifications/special skills Skills: - Demonstrates passion, commitment and knowledge on mentoring, leadership, collaboration tools and team development. - Communicates effectively and eloquently. - Possesses strong knowledge of UN RC system and its operations. - Possesses strong communications skills Academic Qualifications: Minimum Master’s Degree or equivalent post graduate qualification – preferably in development studies, sustainable development, international relations, political science, economics, social sciences, law or a multi-disciplinary area relevant to the terms of reference. Experience: At least 10 years experience in strategic organisational management, coaching, leadership, mentoring, or relevant experience in Bhutan is required. Sound understanding of UNCT Coordination Structures and RC system is preferred. Experience in working with the RC system. Language: Fluency in English is required.
