Casualty Tracking System Project Manager

Result of Service By 1 April 2023, the consultant will provide a strategic plan for deploying a UN Casualty Tracking System and detail different options for the design and deployment of this system. By 1 October 2023 and every six months until the end of the project, the consultant will provide a project progression report. A test report will be issued after each test. By 1 October 2024, the consultant will provide a final comprehensive training package.

Work Location Tasks can be attended to remotely within the applicants’ home country or on site in New York.

Duties and Responsibilities This position is in the UN Medical Emergency Response Team (UNMERT) Section of the Division of Healthcare Management and Occupational Safety and Health, Office of Support Operations, Department of Operational Support. UNMERT provides targeted actions, advisory, guidance and knowledge to improve medical emergency preparedness and response in the UN system, including medical aspects of crisis management, to reduce adverse events and preventable harms. The incumbent will be reporting to the Senior Medical Officer, UNMERT.

The Division of Healthcare Management and Occupational Safety and Health provides expert healthcare management and OSH services to all UN secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York-based agencies, funds and programs, as well as providing strategic leadership of whole-of-system medical issues through the UN Medical Directors Network. The Casualty Tracking System Project Manager will enhance the Organization’s capacity to provide timely and appropriate medical care to UN personnel. He/she will be responsible for efficiently managing the Casualty Tracking System project and developing the strategy to design and deploy this system in the field. Under the direct supervision of the Senior Medical Officer, the consultant will: Collaborate and work with the stakeholders: - Work in close collaboration with DHMOSH, OICT, and teams in the field - Ensure good coordination and information-sharing across the different participants in the project - Coordinate the work of the project working group including but not limited to: schedule team meetings, provide timely and thorough documentation of meeting minutes, meeting action items and effective follow through/implementation on action plans - Attend meetings, coordinate inputs, synthesize data and inputs, and prepare visuals, and other documentation, including summary reports and presentations of progress as required Analyze the needs, design and implement a project strategy: - Gather, compile and analyze information from stakeholders in the area of patient tracking systems - Review data, provide recommendations based on the data and make their supervisor aware of actions to be taken - Develop and track project plans, including scope, timelines and milestones for implementing a Casualty Tracking System - Carefully monitor the achievement of results at the different steps of the project Communicate and report: - Communicate and liaise regularly with the project lead to ensure smooth progression and timely support of project management initiatives - Ensure that all information is provided and managed in a consistent and organized manner - Ensure timely and efficient reporting, including creating an annual report summarizing program implementation - Support the project lead with the coordination of submissions Test the system and assist with training: - Organize and coordinate testing of the system in at least two (2) UN peacekeeping missions - Provide and produce training materials - Assist with the delivery of project-related training Reports and all materials developed by staff members and consultants remain the exclusive property of UNMERT and the United Nations following the consultancy. Qualifications/special skills - A Bachelor’s Degree in business administration, computer science, emergency/crisis management, public health, health management, medicine, nursing, and/or health administration is a requirement. - A Master’s degree in business administration, computer science, emergency/crisis management, public health, health management, medicine, nursing, and/or health administration is a requirement. - At least four years of prior work experience in healthcare IT project management, covering a full life cycle of product development, is required. - Demonstrated skills in project planning, plan execution and implementation leadership are required - The ability to work independently with minimal supervision is required. - Professional project management certification is desirable. - Experience working in international organizations is an asset.

Languages English is required. Knowledge of French is desirable and knowledge of any other UN working language is an asset.
