BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Where markets and the financial sector are functioning, Cash Based Transfers (CBTs) can be an effective path to achieve food security and nutrition outcomes. The World Food Programme (WFP) uses CBTs to empower people with choice to address their essential needs in local markets, while also helping to boost these markets. In 2020, WFP transferred US$2.1 billion of purchasing power, which represented 37 percent of WFP’s total assistance portfolio for the year.

In the RBD region, cash-based transfers represent an increasing share of WFP’s total humanitarian assistance with a record high USD 277 million transferred to beneficiaries in 2021. CBT represents 33% of the region’s total portfolio with 18 country offices utilizing CBT in their operations. In 2021 a new regional strategy for CBT was formally adopted, guiding the cross-functional work within the bureau to further support and enhance CBT across the region.

One of the cornerstones of the Regional CBT Strategy is to ensure that CBTs are delivered in an assured manner. To do this it requires that WFP deploys and maintains a series of analytical systems and tools to complete automated data collection and analysis, which can be used for reporting and anomaly detection. The CBT Assurance Officer will be responsible for serving as the key liaison point with the COs to support them in meeting all corporate assurance thresholds and the main interlocutor with the HQ Assurance team on the implementation of corporate cash and assurance systems and tools across the region.

In this role, the CBT Assurance Officer will provide direct support to COs to meet the corporate assurance controls and develop Assurance Action Plans. The CBT Assurance Officer will also help guide COs on the corporate systems and tools they can use to meet the assurance controls. 2. Oversee the quarterly Regional Assurance and Reconciliation Dashboards and ensure timely follow-up.
  3. Work jointly with the RBD CBT and DAS teams following the regional SoPs for CBT and In-Kind Digitization to support COs in identifying the systems and tools they will leverage to ensure their CBT assurance in in line with corporate requirements.
  4. When COs identify to use the HQ Cash Services, work jointly with the HQ based DAT team to onboard Country Offices (CO) onto the DAT platform for automated reconciliation. This will include helping to perform data mapping and training staff in COs.
  5. Serve as the main regional focal point with the DAT team in HQ.
  6. Act as the first line of support for all COs in the region for the DAT platform helping with any questions, resolving simple issues, and escalating issues when needed to HQ.
  7. Establish and maintain other regional CBT dashboards as requested.
  8. When needed, support in performing data cleaning and deduplication.
