You have:

Contract
This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.
Eligibility criteria
Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task
Within the delegated authority and under the supervision of the Senior Regional Emergency Preparedness and Response and CBT Officer, and in close coordination with/in support of the Regional Emergency Coordinator, as well as the members of the Regional CBT Working Group, in particular the RAM, Supply Chain, TEC and Finance units, the International UN Volunteer will deliver the following tasks, many of which have a clear field focus, potentially requiring travel to WFP COs across the region:
- Technical Assistance:
Support efforts to promote greater CBT programme harmonization across the three CBT operations through the exchange of best practices and identification of common methodologies and approaches. Topics may include harmonisation of approaches regarding the Minimum Expenditure Basket, transfer values, beneficiary registration and deduplication, the implementation of the UN Common Cash Statement, and feasibility assessments determining the most suitable (Cash Based) transfer modalities and mechanism. Support the follow-up by providing technical expertise to the three COs and in accompanying and mapping different processes.
Explore, with support of dedicated units/experts on the matter, opportunities for a sub-regional financial service provider to leverage economies of scale in close coordination with the Finance and Supply Chain units at the Regional Bureau.
- Support the TEC/SCOPE team at the Regional Bureau with the roll-out of Beneficiary Management Systems, including through the identification of gaps, resources required and the promotion of information exchange.
- Exploring opportunities for inclusion of migrants into the national social protection systems promoting shock-responsive social protection mechanisms as well as longer-term solutions in coordination with the Social Protection Unit.
- Responding to ad-hoc requests by sharing and explaining corporate guidance, and providing support with the preparation or review of the transfer modality and mechanism selection assessments and analysis, operational plans, SOPs, ToRs and programmatic documents related to the selection and contracting of cooperating partners and financial service providers.
- Risk Management, Quality Control and Compliance:
- Participation in multifunctional CBT oversight missions and provision of support to COs to implement recommendations in L2 countries.
- Monitoring of higher-level CBT reconciliation and implementation of CBT processes at the three COs, and support in setting up CO CBT risk register, contributing to the L2 subregional regional CBT risk register.
- Advocacy and Evidence Generation:
- Documentation of specific methods and solutions of the three different COs and efforts to harmonisation of approaches.
- Collecting relevant documents of the three COs to contribute to the CBT regional dashboard and repository of CBT example documents.
- Programme Excellence:
- Identification of needs, and preparation of and/or organisation of capacity building sessions with subject matter experts at RBP and HQ for staff and partners to strengthen their skills, competencies and abilities, and to enable an effective and high-quality design, set-up and implementation of CBT interventions.
- Providing advice and support to COs delivering a complex portfolio of programmes and ensure that CBT related operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
- Internal and External Partnerships:
- Coordination of conference calls and meetings with COs and RB Units (programmatic functions and CBT focal points from other functions), including the bi-weekly Subregion/L2 coordination meeting with CBT focal points in the three COs.
- Co-leadership of the R4V Regional Inter-Agency Cash Working Group.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Experience remark:
- Five years post graduate, progressively responsible work experience in humanitarian and/or development settings - experience in emergency preparedness would be an advantage.
- Experience and expertise with CBT interventions - knowledge of corporate CBT guidance of WFP would be an advantage.
- Capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programmes.
- Ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
- Ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation, and monitoring.
- Ability to analyse and consolidate quantitative and qualitative information from different sources to inform transfer modality selection and programme development.
- Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook) and MS TEAMS (Sharepoint).
