DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

Under the direct line management of the Area Manager, the Cash and voucher Assistance Assistant is responsible for supporting cash and voucher officer in the overall supervision and coordination of all cash assistance-related activities (one-off emergency cash assistance, cash for work, apprentice stipends, cash for protection, winterization, etc..)

Your main duties and responsibilities will be:

Main Tasks

  • Receive and keep track of lists of households or individuals referred by DRC teams for cash payments as per the internal tracker
  • Inform sector managers and relevant teams about distributions plans (date, location, individuals)
  • Ensure proper planning and preparation of field visits for distribution of cash cards or cash in envelop, per area of intervention while ensuring best use of cars and assets
  • Support cash and voucher officer in verifying program contracts for beneficiaries prior sign off by the Area Manager and keep copies of these contracts
  • Verify timesheets/attendance sheets and any other supporting documents prior preparing the payments and liaise with the program focal points to complete the correction required
  • Ensure that the participants’ signatures on attendance sheets comply with all signatures presented on other documents
  • Ensure proper and safe filing of all cash distribution related documents (receipts, pictures, field tracking tools, LP loading forms (hard signed copies and scanned copies)
  • Ensure proper documentation is safely kept and stored electronically and as hard copies

    Coordination and representation:

  • Inform M&E department upon submitting the final disbursement to the beneficiaries to proceed in the post distribution monitoring (PDM)

  • Ensure professional and healthy relationship with finance team through effective coordination on cash requests timeframe
  • Attend the Field GMM and represent the cash assistance updates and challenges and present visual graphs in terms of cases supported by Cash with no inclusion of any details of the POC

    Reporting:

  • Provide weekly reports to the Area manager, including accurate figures of distributions done and challenges encountered

  • Report any field security incidents immediately as they occur to the Area manager and safety officer.
  • Daily update of the DRC internal tracking tools
  • Liaise with the IM Officer to update Cash Assistance provided on RAIS on a monthly basis
  • Fulfill any other relevant duties as requested by the Area Manager

    Confidentiality:

The Cash and Voucher Assistance Assistant is responsible to keep all files confidential in regards to the Protection cases and none should be shared with any staff except with the Protection Team Leader, Area Manager, the sector Officer and referee

About you

To be successful in this role we expect you to have minimum 1 year of relevant work experience with NGOs or private sector in international organizations and humanitarian settings, which would include experience with the following activities:

  • Previous experience working with Syrian refugees in Lebanon
  • Ability to maintain confidentiality, respect, non-discrimination and safety of beneficiaries at all times;
  • Good interpersonal and communication skills
  • Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well
  • Computer literacy (MS Word and Excel)

Moreover, we also expect the following:

Required

  • Bachelor degree in finance, business or related field
  • English: Good written and spoken
  • Fluency in local language
