Background

The Cash Monitoring Evaluation Accountability and Learning Organisational Network (CAMEALEON) is a research initiative in support of the large-scale cash and voucher assistance (CVA) response for extremely poor and vulnerable Syrian refugees and Lebanese. Established in December 2017, CAMEALEON is a consortium of three international NGOs, namely the Norwegian Refugee Council (NRC), Oxfam and Solidarites International (SI). CAMEALEON contributes to strengthen the large-scale CVA response for extremely poor and vulnerable Syrian refugees and Lebanese by conducting research, generating evidence and contributing to learning on cash programming in Lebanon and globally.

CAMEALEON adopts a soft approach based on advocacy to inform and influence CVA-related policy-making with research and evidence. It offers the safe space for implementing agencies to reflect on and learn from evidence. CAMEALEON is accountable to its Steering Committee, which includes the EU and the Country Directors of the member agencies. CAMEALEON has a strong focus on accountability to affected population and has the ambition to raise the voices of the programme participants. CAMEALEON aims to inform the design of large-scale programmes with the feedback of CVA recipients.

CAMEALEON’s work

CAMEALEON’s work is articulated in three pillars. Under pillar 1, CAMEALEON aims to generate evidence related to the effectiveness of cash and voucher assistance on the well-being of Syrian refugees. CAMEALEON will conduct a large-scale comparative assessment of the effectiveness and coverage of different CVA packages. Ultimately, CAMEALEON aims to provide insights regarding the right balance between vertical and horizontal coverage, i.e. assisting more people with lower transfer value or fewer people with a higher transfer value.

Under pillar 2, CAMEALEON aims to generate evidence related to the systems for accountability to affected populations (AAP) of large-scale CVA programmes. CAMEALEON will conduct three studies related to: inclusion of disability into large-scale CVA programmes, the impact of rumours related to CVA on social cohesion between the refugee and host communities and the AAP systems of social protection schemes for Lebanese host communities.

Under pillar 3, CAMEALEON aims to contribute to knowledge-sharing and learning related to large-scale CVA programmes in Lebanon and globally. CAMEALEON will produce a learning brief on the links between humanitarian CVA and social protection systems and disseminate the learning and evidence generated in the first two pillars by organizing learning events, producing multi-media materials (such as podcasts and video infographics) and participating in external fora, such as the CaLP Community of Practice.

What you will do

  • Lead on the qualitative research elements and support the implementation of CAMEALEON activities under pillar 1 and 2 and act as the focal point for the partners working on the research activities under pillar 2 of CAMEALEON.
  • Lead on the overall strategy to produce evidence on social protection systems in Lebanon and disseminate it and through research identify relevant evidence gaps for large-scale CVA programming in Lebanon.
  • Draft TORs for CAMEALEON research, including: research questions, methods, outputs and review inceptions and final reports, including donor reports, data collection tools and coordinate the feedback process with relevant stakeholders.
  • Ensure the analysis is relevant to the research questions and produces actionable recommendations to inform policy-making.
  • Support the negotiations with relevant stakeholders regarding access to data for recipients of social assistance.
  • Convene exchanges and build meaningful relationships with civil society organizations working in social protection to promote the dissemination of CAMEALEON research.
  • Ensure protection is mainstreamed throughout CAMEALEON research activities.
  • Lead and coordinate directly or with implementing partners, sub-contractors and other relevant partners and stakeholders o ensure the timely roll-out and delivery of planned implementation and research activities.
  • Support the delivery of the CAMEALEON inception workshop and learning events, by: reviewing the agenda and invite, facilitating plenary sessions, sharing follow-up materials.
  • Represent CAMEALEON at coordination fora, such as the Basic Assistance, Food Security and Cash Working Groups in Lebanon and look for opportunities to lead relevant initiatives, such as the regional Community of Practice by CaLP.

Professional competencies, Qualifications & Skills

  • Minimum 5 years of experience cash and voucher assistance or social protection programmes in humanitarian/recovery context.
  • A strong research background with demonstrable ability to use research evidence to inform actionable recommendations and advocacy notes to influence policy-making.
  • Proven ability to draft research TORs, survey tools, write research reports and present findings
  • Good understanding and programmatic experience on various cross cutting issues such as gender and protection.
  • Experience with UN systems desirable.
  • Experience in advocacy work.
  • Experience with coordination mechanisms (cluster and sectorial).
  • Experience in capacity building and community mobilization.
  • Fluency in English and Arabic, both written and verbal.

Additional information:

Grade: Grade 9

Reports to : Consortium Manager

Duty station: Beirut, Lebanon

Travel: 30% travel within Lebanon

Duration and type of contract: 12 months (renewable based on funding, performance and need for the position)

Salary: Based Upon NRC salary Scale.
