NRC’s Cash and Markets response has three core pillars: the delivery of a significant portfolio of MultiPurpose Cash Assistance, which has to date reached over 170,000 people countrywide; sector-specific cash and voucher (CVA) interventions aligned with the dedicated response strategy per Core Competency, and the expansion of market-based approaches to programming to support resilience and recovery. The Cash and Markets Specialist will provide technical support and guidance both to a dedicated MPCA team, and in support of the integration of CVA and/or market-based approaches across the Core Competencies.

What you will do:

  1. Support the consideration and inclusion of cash-based interventions within (and across) NRC core competency responses, where appropriate
  2. Lead the development of a targeted strategy for NRC’s market-based programming in 2024-25, including provisions for targeted Core Competency and Area-level interventions as appropriate
  3. Oversee the mainstreaming of NRC and CWG technical quality minimum standards for CVA and market-based programming throughout all stages of the programme cycle
  4. Facilitate cash and markets assessments (including tool design) to support identification of the needs of affected population at different stages of displacement
  5. Based on identified capacity development needs, provide ongoing technical training, coaching and mentoring to teams at Country and Area level for the institutionalisation of cash-based interventions and market-based programmes
  6. Provide technical guidance to support the development of SOPs for the delivery of CVA, in close coordination with other Core Competency, Emergency, Support and Safe and Inclusive Programming colleagues and considering contextual and geographic variations
  7. Contribute to the design of integrated programming in close coordination with NRC’s other Core Competency Specialists
  8. Facilitate and participate in learning events at Area and Country level to ensure that programmatic learning and community feedback are systematically mainstreamed
  9. Oversee the design of technically-sound, locally-appropriate components of fundraising proposals, including the engagement of local or other technical actors where appropriate
  10. Engage in externally-oriented actions to the extent that they promote/benefit NRC strategic intentions, including dissemination of best practice, influencing decisions at Cash Working Group and other clusters, and capacity building for stakeholders.

What you will bring:

  • Advanced degree in a field relevant to the position
  • Documented technical competences related to the position’s responsibilities, with a minimum of 5 years’ relevant experience in a similar role
  • Experience from working with cash in complex and volatile contexts and a clear understanding of the risks and opportunities related to the use of cash in emergencies (experience in contexts with high levels of inflation would be desirable)
  • Advanced knowledge and skills in designing and undertaking market assessments and analysis, designing and implementing cash and market-based approaches and programmes
  • Documented results related to the position’s responsibilities
  • Knowledge and experience in developing and facilitating programmes that use digital delivery mechanisms
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/specific skills, knowledge and experience:

  • Knowledge of the context in Ukraine is an asset
  • Proficiency in Russian / Ukrainian is a strong asset.

What We Offer:

  • Duty station: Kyiv - Ukraine
  • Contract duration: 12 months fixed term-renewable subject to performance, structure and funds availability
  • Travel : up to 20% within Ukraine
