You have:
- At least five years of humanitarian and/or development context experience in systems programming with a focus on cash and markets, including three years’ experience in a project management position.
- Advanced knowledge and skills in designing and implementing CVA and MBA.
- Experience in institutionalising CVA and MBA and addressing structural barriers to market systems adoption.
- Knowledge and experience in developing and facilitating trainings on and around CVA and MBA.
- Experience from working in complex and volatile contexts (experience in contexts with high levels of inflation would be desirable).
- Fluency in English, both written and verbal.
- Knowledge of the context in Palestine and Arabic language skills is an advantage.
- Computer literacy in Microsoft Office, including strong skills in Excel.

What we are looking for
NRC Palestine is looking for a Cash and Markets Specialist to join the mission. The role holder will be responsible for providing strategic and technical leadership for NRC Palestine’s cash and voucher assistance (CVA) and market-based programming across all core competencies (CCs), ensuring interventions are context-appropriate, risk-informed, and contribute to household recovery and the functioning of local markets. They will lead on CVA feasibility, market and risk assessments, and advise on the most suitable cash, voucher, or hybrid modalities, including transfer values, targeting approaches, and safeguards. Additionally, they will ensure that cash and market interventions are designed and implemented in line with NRC standards, donor requirements, and protection, SIP, and accountability principles.

What you will bring
- At least five years of humanitarian and/or development context experience in systems programming with a focus on cash and markets, including three years’ experience in a project management position.
- Advanced knowledge and skills in designing and implementing CVA and MBA. This includes experience in planning, organising, and implementing market system assessments, mapping, and analysis;
- Experience in institutionalising CVA and MBA and addressing structural barriers to market systems adoption.
- Knowledge and experience in developing and facilitating trainings on and around CVA and MBA.
- Experience from working in complex and volatile contexts (experience in contexts with high levels of inflation would be desirable).
- Strong strategic thinker with demonstrated capacity to translate concepts into action, with proven ability to be accountable for all components of the programme.
- Curiosity about the root causes of market failure, and instinctive ability to compile multi-actor collaborations in response.
- Knowledge of the context in Palestine and Arabic language skills is an advantage.
- Experience of a flexible approach to managing and prioritising diverse workload.
- Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.
- Fluency in English, both written and verbal;
- Computer literacy in Microsoft Office, including strong skills in Excel.

- Duty station: Jerusalem or Amman
- Travel: Approximately 30% to areas of operation.
- Salary/benefits: Grade 9 on NRC’s National or International salary scale.
