Background:

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes), and creating an enabling environment whereby tools and skills are shared across NRC.

  • Act as system lead / Admin for digital systems enabling cash delivery – RedRose, Twilio/WhatsApp, Salesforce, etc., facilitate integration of systems (particularly wider CRM and financial systems) and provide technical field support/training as needed;
  • Act as local point for field colleagues’ engagement with cash digital systems as well as focal point for ICT and digital colleagues at global level;
  • Engage with private sector partners offering tools and support;
  • Design system improvements & enhancements;
  • Support NRC field teams doing cash programming, including by undertaking the country level roll out of the NRC cash system; including, targeting methodologies, payment verification and management information, grievances and response mechanism and monitoring;
  • Identify country specific and global requirements for systems improvement considering NRC programmatic needs as well as those linked to interagency collaboration;
  • Ensure data protection and information security standards are upheld across the system;
  • Support Poland, Romania and Moldova Country Offices in analyzing collected data for targeting and reporting purposes as well as programme operational analysis;
  • Design and implement data processing solutions for household and individual information by leveraging global and local tools as relevant;
  • Support Country Offices in developing system Standard Operating Procedures (SOP);
  • Support in country or remotely data related troubleshooting processes;
  • In close collaboration with the Cash Information Management Manager, liaise with relevant HO focal points to seek technical guidance required by the country office on topics whose accountabilities lies with Information and Communication Technology or Digital Teams;
  • Support in cleaning data by reviewing datasets and performance indicators to locate and correct data collection problems;
  • Based on available datasets, interpret data, analyze results using statistical techniques and provide findings required for decision making at country, regional and global level as required;
  • Identify, analyze, and interpret trends or patterns in complex data sets to inform knowledge management initiatives;
  • Manage the day to day of system operations;

  • Establish and maintain contacts with digital specialists’ counterparts within peer agencies and partners to facilitate collaboration and exchange of information;

  • Other duties as tasked by CEERO Regional Head of Cash and Markets.

what you will bring

  • Minimum 5 years’ experience in systems administration, design and building
  • Experience of working in complex and volatile contexts
  • Knowledge of cash and markets programming
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • High level of communication, interpersonal, representation and negotiation skills

Context/Specific skills, knowledge and experience:

  • Exerience with systems administration, design and building
  • Long-term experience in the development of and visualization of humanitarian response data sets
  • Knowledge of CRMs, communication API etc
  • Experience with all aspects of data management
  • Familiarity with humanitarian programming and digital systems
  • Expert knowledge of Power BI, Excel and Visual Basic
  • Familiarity with Digital Communication Cloud Based tools such as Twilio, and Telerivet
  • Familiarity with SharePoint and Azure data management structures
  • Experience capacity building users
  • Experience in implementing humanitarian cash transfers programme is strongly desirable
  • Experience in Beneficiary Data system for humanitarian cash transfer
  • Experience in business operation environments with a proven track record of interfacing with multiple stakeholders (internal and external) and successful project completion.
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources and architecture teams.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High motivation, and dedication to deliver results within strict timeframes.
  • Experience in programming language (Phyton, Visual Basic, Java) is an asset.
  • Fluency in English is required. Knowledge of Ukrainian or Russian is an asset.

Access to a Schengen visa is required for positions in Ukraine
