You have:

• At least 2 years of previous experience working as a Project Officer/Coordinator in a humanitarian/recovery context & implementation of livelihood and food security programmes.
• Fluency in English and Arabic, both written and verbal.
• Experience conducting focus groups, questionnaires, and household surveys, in addition to participant registration.
• Experience working in coordination and liaising with internal and external actors.
• Knowledge of the Hebron and broader Palestine human and economic development context.
• Preferred experience in market-based programming including cash and voucher assistance such as cash for work, small business grants and multipurpose cash assistance.

The Cash and Market Officer at NRC in Hebron supports the development and expansion of cash-based interventions and market-based approaches. The role involves conducting market and needs assessments, coordinating with internal teams and stakeholders, and ensuring the effective implementation of cash assistance programs. Key responsibilities include community engagement, data analysis, participant registration, and monitoring project progress. The position requires at least two years of experience in humanitarian projects, with a focus on livelihoods, food security, and market-based programming. Strong coordination, analysis, and communication skills are essential for success.

Qualifications

Context/ Specific skills, Knowledge and Experience:

Generic Professional Competencies:

• At least 2 years of previous experience working as a Project Officer/Coordinator in a humanitarian/recovery context & implementation of livelihood and food security programmes.
• Preferred experience in market-based programming including cash and voucher assistance such as cash for work, small business grants and multipurpose cash assistance.
• Demonstrated experience with conducting technical and vulnerability assessments, including conducting market assessment and needs assessment.

Responsibilities

Specific Responsibilities:

• Contribute and support the scale up and expansion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
• Provide contextual analysis to the local context, in supporting the scale up and expansion of Cash and Market programming, including liaising with any key stakeholders as needed. Identify any opportunities for future Cash and Market interventions.
• Support to ensure appropriate and adequate targeting and inclusion of project participants under the current Cash and Market interventions.
• Responsible for compiling the programmatic documentations, including participant lists, reconciliation report.
• Support in tracking the project reach and target achievement, prepare projects progress reports to PM and contribute to donor reports where appropriate.
• Coordination with finance department to ensure all programmatic payments are on track and support on mitigating any challenges.
• Conduct community engagement events related to programmatic outcomes.
• Recommend livelihoods program priorities and explore, evaluate, and present new opportunities that leverage or complement existing activities.
• Support/Oversee relevant assessments and mapping exercises to collect data that informs program development.
• Support in training casual workers in conducting registration, and programmatic assessments, including drafting training materials, conducting training events.
• Participate in internal and external cash and market coordination meetings, representing NRC at area level based as delegated by line manager.
