Position: Cash Technical Assistant

Reports to: Cash Officer

Supervision of: Volunteers

Travel: Within Libya, as instructed by the line manager

  1. Role and responsibilities

NRC Libya is looking to hire a Cash Technical Assistant who will be conducting day-to-day activities. The Cash TA will be directly supervising the volunteers. Under the supervision of the Cash Officer, s/he will ensure that the conduct assessment, hold the cash card inventory, conduct the distribution, monitoring and trouble-shooting of technical card issues.

Generic responsibilities

    1. Adhere to NRC policies, tools, handbooks and guidelines
    2. Carry out distribution of cash cards in accordance with donor requirements and set distribution Standard Operating Procedures (SOP’s)
    3. Implements independently procedures and activities within own function or core competency as delegated
    4. Responsible for organizing and delivery of tasks in line with priorities and standards
    5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team
    6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
    7. Prepare and develop status reports as required by management
    8. Ensure proper filing of documents
    9. Promote and share ideas for improvement of distribution procedures

Specific responsibilities

  • Conduct vulnerability assessments and protection monitoring assessments
  • Carry out Cash distribution, including the preparation of the distribution site, distribution of the cards, checking and filing any necessary documents.
  • Conduct data collection exercises and post distribution monitoring surveys.
  • Ensure all cash distribution activities are well documented by collecting and archiving proof of receipt and proof of beneficiaries’ identities.
  • Carry out and supervise distribution activities for cash to vulnerable families in collective centers, camps or urban settings.
  • Ensure the management of the cash card inventory is done on regular basis and in an accurate manner.
  • Conduct household level M&E activities specifically related to the technical aspects of project implementation
  • Perform any other task relevant to the position as requested by the line manager.
