Background

Since the inception of its work, the Ombudsman has set the strategic priorities to strengthen its oversight and protection mandate through enlargening the scope of its work nationally, and to improve the quality of its services. UNDP Mozambique is a key development partner of the Ombudsman. Through the project “Strenghtening Access to Justice and Human Rights in Mozambique 2018-2021”, UNDP has been supporting the Ombudsman Office in expediting its monitoring functions and to enlarge its range of accessibility and knowledge by the Mozambique population through, inter alia, the design of media campaigns to foster citizens’ and Public Administration’s awareness of the Ombudsman role, mandate and functions.

In 2020, with the support of UNDP Mozambique, the Ombudsman adopted its new Strategic Plan for the period 2020-2024. The plan, along other objectives, foresees in its Strategic Pillar 3 the goal to “improve the capacity of intervention of the Ombudsman and the Ombudsman Office with a focus on the accessibility and quality of its services to citizens.” One of the immediate foreseen actions and results under this outcome is to improve the internal case management of the Ombudsman Office. Under these auspices, the Ombudsman aims at improving its capacity to timely receive and process citizens’ demands vis a vis the work of the Public Administration, to improve its capacity to monitor its internal case flow in order to better inform its investigative, advocacy and report functions.

Duties and Responsibilities

The consultant will work closely to the technical team within the Ombudsman Office to design the Case Management System. The process will be fully collaborative and will entail: - Preliminary analysis of the case workflow within the Ombudsman office - Create a system design document for the Case Management System, - Implementation of the Case Management System and training - Monitoring and support for 3 months after completion of work.

Competencies

• Good knowledge of Governance sector in Mozambique • Demonstrated previous experience in consultancies on democratic governance area • Excellent communication skills, including the ability to convey complex concepts and recommendations, in clear style tailored to match the audience • Ability to work with and/or provide advice to Government institutions • Ability to cope with set deadlines • Ability to provide innovative solutions to complex service delivery requirement.

Required Skills and Experience

Education • Master’s Degree in Information System (database management, application development, software development cycle)

Experience • At least 7 years of experience in software design, and information management system • Previous experience with development of apps, case management systems or similar IT solutions • Demonstrated communications skills and ability to present, explain and train on complex concepts in easy manners

Language • The mandatory language requirement is fluency in Portuguese. Good knowledge of English, both orally and written is an asset.
