Lead workforce development programs and client services effectively

You have:

  • An undergraduate degree or 4+ years of relevant experience required.
  • 3 years of experience working in employment and workforce programs required.
  • 1 - 3 years of experience with client counseling, case management, or coaching strongly preferred.
  • Previous supervisory experience strongly preferred.
  • Multi-cultural experience and demonstrated ability to communicate well with people of varied backgrounds required.
  • Excellent written and verbal communication skills, including public speaking and presentation creation required.
  • Proficiency in Microsoft Office Suite required.
  • Experience using data and fiscal tracking systems preferred.
  • Understanding of the job market in professional sectors in San Jose required.
  • Flexible availability necessary.
  • Proficiency in Dari, Farsi, Pashto, Arabic, Spanish, Ukrainian or other client languages preferred, but not required.

Major Responsibilities:

Program Coordination, Client Services and Development

- Develop and lead the implementation of effective workforce development programming to successfully meet or exceed grant outcomes and deliverables. - Develop and maintain working relationships with relevant stakeholders including employers, Workforce Boards, community colleges, training providers, training services in all tracks offered. Serve as main point of contact with these partners. - Research, develop, and implement sector-specific career pathways that successfully lead clients to quality jobs and are responsive to client needs. - Oversee a partial caseload of Workforce Development Program clients each year, ensuring provision of one-on-one career counseling including service planning, goal setting, job placement assistance, and access to financial coaching. - Document client participation and progress, adhering to grant requirements. - Collaborate with the wider Economic Empowerment team and across departments to ensure that clients are receiving the comprehensive services they need to achieve their goals and ensure that funder-mandated and agency goals are met. - Use ETO and other applicable databases to track client services, outcomes, and metrics. - Represent the career development, digital inclusion, employer engagement, financial empowerment, and micro-enterprise programs within the IRC network - in conferences, working groups, communities of practice calls, sharing the creation of client success stories, and other opportunities when available.

Supervision

- Provide supervision to Career Development, Digital Inclusion, Employer Engagement, Financial Empowerment, Micro-Enterprise program and staff, including daily administration, support, and performance reviews. - Work with Volunteer and Donations Coordinator to recruit skilled volunteers, community members, and employer contacts to train clients through workshops and trainings on topics such as professional speaking, email correspondence, and interviewing. - Supervise skilled volunteers, tasked with supporting program goals through goal setting, resource mapping, cultural instruction, market research, administrative tasks, and other activities as needed.

General Administration

- Work with San Jose office management and Development team to identify and apply for new funding opportunities. - Provide narrative and outcome statistics for reports to IRC and funders. - Oversee program expenses compared with grant budgets; collaborate with Finance Coordinator for utilizing funding appropriately. - Participate in all program meetings, staff development activities, and fully engage as a member of the team. - Comply with all policies, procedures and protocols of the agency. - Other related duties as assigned.

Position directly supervises: Financial Empowerment, Digital Inclusion, Employer Engagement, Career Development, Micro-Enterprise staff, Interns, and volunteers Internal and/or external contacts: Coordinates regularly with all IRC in San Jose departments.
