Duties and Responsibilities
Investments in sustainable land use are critical in Indonesia, including financing of businesses that contribute to climate mitigation, rural livelihoods and women empowerment. Rural livelihoods in Indonesia are so greatly affected by the changes in climate, such as projected increases in temperatures, changes in precipitation patterns, extreme weather events, and water scarcity, which can disrupt food availability and quality, reduce access to food and affect food security. All these factors can negatively impact rural livelihoods. The Tropical Landscapes Grant Fund (TLGF) which was launched in May 2021 and runs until March 2026, has one of its intermediate outcomes reduced or avoided GHG emission from the agriculture and land use sector in Indonesia through several intervention, including: (i) development of carbon baseline; (ii) capacity development of rural dwellers in climate-smart practices which will lead to increased awareness. These are predicated on a range of assumptions including that climate-smart practices are economically attractive for smallholders, hence leads into target of reduced and/or avoided GHG emission totaling 5 million tons of CO2 over 10 years period within impacted areas of TLGF grantees/projects. In this context, UNEP is hiring a consultant to perform a Carbon Baseline Assessment covering all TLGF grantees/projects, which also includes identification of different types of businesses under TLGF grantees relates to its carbon sequestration generated. The method potentially used for this assessment will consider the methods that are already available in the National Registry System of MOEF or named SRN. In terms of land cover classification, the classification will follow the terminology from MoEF. The consultant is under the supervision of and will report to the Head of the Climate Finance Unit (CFU). The CFU will coordinate peer review from Climate Change Division, of this assessment. The Carbon Baseline Assessment will be conducted by a single consultant who must be familiar with the subject matter and local condition in Indonesia. The Assessment must provide a comprehensive assessment accounted for 8 sites of TLGF grantees and review results and achievements as specified in TLGF’s performance measurement framework (PMF). The TLGF team has compiled a full list of mapping coordinates of all 8 TLGF grantees which are in Aceh Tengah, Sumedang, Kulonprogo, Gunung Kidul, Katingan, Kintamani Bangli, Ngada, and Seram Barat districts. This carbon baseline will be crucial for understanding the amount of carbon stored within TLGF projects’ areas and will serve as a reference point for future carbon-related measurements and assessments. Additional team members might come from some of grantees’ staff; hence the consultant will also need to deliver basic training in how to do the basic field measurements needed to determine carbon storage, especially for future monitoring to them. Scope of Consultancies • The Consultant will propose the number and location of sampling sites and create a subset of the sampling plots, which must be validated by UNEP before carbon baseline date collection begins and conduct site visits as necessary. • Define permanent plots for the carbon baseline and future monitoring report. • Prepare carbon accounting (both for carbon sink and carbon removal, if available) for 8 selected grantees. The preparation includes obtain activity data (such as land cover change and land use) based on secondary data (remote sensing data) in combination with field measurement and interview with key stakeholders. UNEP/TLGF team will facilitate communication with key stakeholders. The carbon accounting will capture clear calculation on carbon sequestration and carbon emission from each project site using robust methodology. The consultant will report to the Head of the Climate Finance Unit.
Qualifications/special skills
