In addition, UN Women recognizes the various key international instruments on equality in the workplace such as The Convention on Elimination of All Forms of Discrimination Against Women (CEDAW, 1979); The Beijing Declaration and Platform for Action (1995) and its follow up recommendations (2000, 2005, 2010); The Commonwealth Plan on Action on Gender Equality; The United Nations Declaration on Violence Against Women (DEVAW, 1993); The International Labour Organisation (ILO) Discrimination (Employment and Occupation) Convention, 1958 (No. 111), which addresses the fundamental right of non-discrimination at work promoting equality of opportunity and treatment in respect of employment and occupation, with a view to eliminating discrimination.

Under the Women’s Leadership, Empowerment, Access, and Protection (LEAP) and Safe Cities programmes, UN women have been working with the objective of providing essential services to those affected by conflict as well as making public spaces safer for women and girls, to improve the quality of life for women and their entire families and communities through the creation of safe neighborhoods and communities.

Objective of the Assignment:

UN Women seeks to recruit a national consultant to develop and deliver a training course virtually to 20 CSO representatives on a “gender-responsive working environment”. The course should include definitions of sexual exploitation and abuse as per international standards on gender equality at work, its impact on victims/survivors, response mechanism, and the penalty for committing sexual exploitation and abuse per Egyptian law.

The training should be delivered to 20 representatives from up to 10 community-based organizations and NGOs in Greater Cairo and Alexandria, and Damietta.

The consultant is expected to research and adapt existing materials from various credible sources, provide the contextualization of the training material reflecting the Egyptian context, develop, and deliver course content, including quizzes and graphics, illustrating the importance of ensuring a safe working environment free of all forms of harassment.

Duties and Responsibilities

Under the direct supervision of the Deputy Country Representative, the national consultant will:

  • Conduct a desk review of available literature on the topic of sexual exploitation and abuse in the workplace.
  • Map relevant high-resolution images and graphics that are suitable to the course material.
  • Review and analyze the relevant articles within the Egyptian Civil Service Law and Labor Law and their executive regulations in the context of women’s rights in the workplace.
  • Research and compile relevant international standards on gender equality at work, including the (a) Prevention of Sexual Exploitation and Abuse, (b) Prevention of Sexual Harassment and Abuse of Authority, and (c) Ethics and Integrity at the UN, and ILO most updated decent employment standards and checklists.
  • Develop an inception report with a detailed outline.
  • Draft and develop the training content in line with the approved outline and in a visually appealing format.
  • Submit full training content, including training presentations balancing between theoretical content and practical applications.
  • Deliver virtual training workshop for a total of around 20 representatives from 10 CBOs and NGOs.
  • Submit training report, including the main findings of participants’ assessment.

Experience:

  • Minimum of 5 years of relevant work experience, (or 7 years of professional experience in case of a bachelor’s degree), in the field related to the development of training curricula, modules, manuals, and capacity development training material, with experience working with government, NGOs, or Community-based Organizations.
  • Extensive experience in delivering training/ capacity development interventions in the area of gender development.

Language Requirements:

  • Fluency in spoken and written English and Arabic.

Work Arrangements and Remuneration****:

  • The candidate will need to use his/her own laptop throughout the duration of the assignment.
  • The selected candidate will be remuneration based on a lumpsum package in line with UN Women regulations and the identified list of deliverables mentioned in this Terms of Reference.
  • Upon recruitment, the candidate will be provided with an orientation and induction package. UN Women will provide relevant materials related to the assignment when needed.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

The Consultant will be responsible for any travel expenses associated with undertaking this assignment.

Technical Weight Criteria: 70% (70 points)

  • Criteria 1 (10): Master’s Degree in Public Administration, Development Studies, Gender Studies, or Statistics or related fields, or bachelor’s degree in same fields but with 7 years of relevant professional experience with international organizations or government entities.
  • Criteria 2 (40): Minimum of 5 years of relevant work experience, (or 7 years of professional experience in case of a bachelor’s degree), in the field related to training, development of training curricula, modules and manuals, and capacity development with experience in working with government ministries and international development organizations.
  • Criteria 3 (10): Extensive experience in delivering training/ capacity development interventions in the area of gender development.
  • Criteria 4 (10): Fluency in spoken and written Arabic and English.

Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • The financial offer should be inclusive of all related costs, including accommodation and transportation, in case of field visits to Alexandria and Damietta.
