This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

This assignment is part of the UNDP's project to strengthen Ukraine's government system for crisis management and early recovery and ensure sustainability, effectiveness, and transparency in crisis and emergency coordination. The project fosters response planning of the central government, the oblasts/rayons, and other stakeholders, including the international community, civil society organisations, and the private sector, while safeguarding the delivery of services and building stronger resilience among host communities and IDPs.

This UNV assignment is part of the UNDP project related to enhancing crisis management and emergency response capacities of the government authorities of Ukraine at all levels.

• Develop capacity-building strategies and implementation plans for the governmental authorities of Ukraine at all levels. • Provide technical advice and support to the governmental authorities of Ukraine at all levels, including by engaging external consultants. • Organize and oversee the implementation of the project capacity building and awareness-raising initiatives (trainings, workshops, etc.) in coherence with the governmental plans and objectives. • Ensure coherence and synergies of the project’s capacity-building intervention with other donors’ and Ukrainian institutions initiatives in the field. • Lead the production of learning / training materials, programs and tools as envisaged by the project. • Monitor the impact of project capacity development activities. • Elaborate necessary documentation (concept notes, briefs, fundraising considerations). • Coordinate development of project activities on strengthening capacity of government authorities of Ukraine at all levels. • Conduct research and analysis, process data, elaborate necessary documentation (concept notes, policy proposals, briefs, fundraising considerations etc.). • Provide technical advice, liaise with the key stakeholders, officials of the government authorities of Ukraine at all levels, partner organizations, international and national advisors and experts in the areas of the Project intervention. • Closely cooperate and coordinate with the stakeholders that are/will be active in the project intervention to better integrate UNDP’s and other’s interventions in the area of strengthening capacity of government authorities of Ukraine and to ensure coherence and complementarity. • Contribute to the preparation of the project's progress reports, other related documents and related monitoring meetings. • Ensure quality assessment of the products produced by project’s external consultants. • Participate, as requested by management in project activities (meetings, round tables, conferences, other public activities); preparation, implementation and follow up, etc.; • Provide assistance with project documents translation and interpretation as needed; • Ensure mainstreaming of gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles. • Perform other duties as assigned by supervisor, and UNDP Ukraine Leadership.

• Work experience in Ukrainian government agencies will be an advantage. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Entitlements of National UN Volunteer Specialist (Kyiv Duty Station) This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
