Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia, the general supervision of JOSP CTA and the direct supervision of the JOSP Project Manager.

Technical Focus

The incumbent in collaboration with other JOSP project teams will address & solve any technical matters related to Government Capacity Building at State and District levels. Moreover, the technical focus of the incumbent is to empower government institutions to perform their functions effectively, ultimately contributing to improved public service delivery and governance.

Tasks and responsibilities

Capacity Assessment:

• Conduct a comprehensive assessment of the capacity and needs of the Ministry of Water, Agriculture, Environment, and Local Administration. • Identify gaps and areas requiring capacity enhancement within these line ministries. • Conducting assessments to identify the specific capacity-building needs of government entities and personnel.

Capacity Development Planning:

• Develop and implement tailored capacity building plans for each identified ministry in coordination with relevant stakeholders. • Design training programs, workshops, and initiatives to address specific capacity gaps. • Designing and implementing effective training programs to build the skills and knowledge of government officials.

Training and Workshops:

• Organize and facilitate capacity-building training sessions and workshops for government officials in the target ministries. • Cover areas such as project management, policy implementation, and effective administration.

Mentorship and Support:

• Provide ongoing mentorship and support to ministry staff to ensure the successful implementation of the Restore project. • Assist in problem-solving and decision-making processes as needed.

Collaboration and Coordination:

• Foster collaboration and coordination between the government ministries and the Restore project team. • Act as a liaison between the project and the line ministries to ensure alignment of goals and objectives.

Monitoring and Evaluation:

• Develop and implement monitoring and evaluation mechanisms to assess the impact of capacity building initiatives. • Regularly report progress and identify areas for improvement.

Documentation and Reporting:

• Maintain detailed records of capacity building activities and outcomes. • Prepare and submit regular reports on the status of capacity enhancement efforts.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in in public administration, international development, social sciences, or other relevant discipline from a reputable institution. • At least 6 years of relevant experience with bachelor’s degree or 4 years of working experience with master’s degree in designing and implementing capacity building programs, preferably within governmental contexts. • Working knowledge (level C) of English and Somali. • National of Somalia.

Technical/Functional Skills

• Knowledge of government structures, policies, and procedures, especially in the areas of water, agriculture, environment, and local administration. • Strong interpersonal and communication skills. • Ability to work effectively with diverse stakeholders. • Strong experience in Training and Development especially for government stakeholders. • Demonstrable experience in capacity gaps and capacity needs assessment. • Proficient in Training of Trainers (ToT) in trainings. • Knowledge of adult education techniques and procedures. • Experience in presentation skills, report writing and documentation and tracking of all capacity development sessions. • Knowledge on development of training manuals, products, and guidance tools.
