Under the direct supervision of the Programme Oversight Specialist, Capacity Building (CB) Specialist for Programmatic Assurance, Reporting and Decentralized Evaluation will work to strengthen CO capacity in performing high quality programmatic assurance function, results-based reporting and decentralized evaluation, through enhanced programme and project monitoring system, as well as clear and user-friendly guidelines. The CB Specialist will work in close cooperation with management, Programme, Operations and other Teams within the Country Office and Regional Hub.

Duties and Responsibilities

The CB Specialist has overall responsibility for enhancing CO capacity in programmatic and project quality assurance with key tasks include:

  • Development and completion of the programme and project data monitoring and updated project information system, incl. CPD and Project Results and Indicator Table, Project Assurance monitoring tool,
  • Development and completion of the CO’s Key Performance Indicator (KPI) monitoring interface system
  • Development and application of CO’s guideline for programme and project staff to report programme (CPD)/project results and key activities and undertake quality assurance of programmatic and project reporting
  • Development and application of CO’s guidelines on decentralized evaluation
  • Trainings for programmatic quality assurance for programme ad project

3.1 Development and completion of the programme planning and project data monitoring and updated project information system,

-Develop CO guideline for completion of high quality corporate online and offline planning requirement, incl. Country Office Business Plan (COBP) and Integrated Work Plan (IWP)

-Develop Programme and Project Assurance monitoring tool

-Develop user friendly tool for monitoring of Country Programme Document (CPD) and Project Results

-Provide technical advice to the Gender Analyst, to monitor and implement results-based gender action plan, as part of the CO Gender Seal strategy

-Identify the requirements for collecting baseline data, prepare terms of reference, support contracting of a baseline survey/ies, and monitor progress.

-Conduct training for high-quality corporate online and offline planning requirement (COBP, IWP)

-Conduct training on the operational and updating of CPD and project results and indicator monitoring system

3.2 Development and completion of the CO’s KPI monitoring interface system

-Develop a Country office (CO) KPI monitoring interface system to help CO regularly monitor each KPI for timely corrective measure

-In coordination with MPO, provide guidance for timely corrective action for lower scored indicators

-Develop user guideline for useful and accessible links to KPI’s data sources

-Conduct training on KPI monitoring interface system for relevant Management Performance and Oversight Unit (MPO), Operations and Programme personnel

3.3 Development and application of CO’s guideline for programme and project staff to report programme (CPD)/project results and key activities and undertake quality assurance of programmatic and project reporting

-Develop CO guideline for project’s 6 monthly and 12 monthly results tracker with key activities, indicators, baseline and targets to obtain 6-12 monthly progress - Project Assurance Report (PAR)

-Develop CO guideline for high quality results oriented annual reporting (ROAR)

-Ensure gender equality and social inclusion (GESI) is integrated in the monitoring and evaluation framework and in results reporting

-In coordination with the Communications Officer, collect case studies to illustrate challenges, progress and innovation in the project’s work. These should include Gender Equality and Social Inclusion (GESI) perspective

-Conduct training for relevant MPO, Programme and Operations personnel on results reporting.

3.4 Development and application of CO’s guidelines on decentralized evaluation

-Develop CO guideline for formulation of high-quality terms of reference TOR) for decentralized evaluation for GEF and non-GEF project

-Develop CO guideline to ensure high quality evaluation report produced by the evaluator for decentralized evaluation for GEF and non-GEF project

-Conduct training for relevant programme personnel on high-quality decentralized evaluation

Institutional Arrangement

Under the direct supervision of the Programme Oversight Specialist, CB Specialist will work closely with Team Leaders and programme colleagues to strengthen project monitoring, results reporting and evaluation capacities and provide increased support in programmes planning exercise and quality assurance, as well knowledge management . The incumbent will work in close cooperation with management, Programme, Operations and other Teams within the Country Office and Regional Hub.

Required Skills and Experience

Min. academic education

A minimum requirement would be bachelor’s degree Project Management, Economics, Sustainable Development; and/or related field.

Master’s Degree Project Management, Sustainable Development; and/or related field would be an advantage

Min. years of relevant work experience

Five years (with master’s degree) or seven years (with bachelor’s degree) of relevant professional experience in international development projects or programmes, preferably in the field of project management including at least three years with direct responsibility for managing knowledge management systems.

Required skills

• Excellent analytical, communication, writing and presentation skills

• Conversant with standard office computer software and basic database software (Access, Excel, etc.) suitable for knowledge management data management.

• Ability to work in multidisciplinary team

Desired additional skills

• Experience working with UNDP’s standards project management

• Specialist knowledge and experience in the area of Quality Assurance, Monitoring and Evaluation methodologies and approaches, including: Planning, design and implementation for large scale programme.

• Experience supporting gender seal exercise in public sector

• Experience working with the Government, development partners, donor agencies, private sector and/or its associations.

• Experience in formulating development strategies and policies.

• Solid knowledge and experience implementing GESI concept

• Experience in capacity building or delivering training

• Relevant international experience, preferably in developing countries

Required Language(s)

• Very high standard of spoken and written English is required.

• Working knowledge of Bahasa Indonesia would be highly desirable
