Contract

The United Nations Office for Project Services (UNOPS) helps the United Nations (UN) and its partners provide peace and security, humanitarian, and development solutions. UNOPS services cover infrastructure, project management, procurement, financial management and human resources.
In response to the request of the Government of Ukraine, UNOPS opened an office in Ukraine in 2017, which provides a broad spectrum of services to the Government and the people of Ukraine.
The Support for Rule of Law Reforms in Ukraine (PRAVO-Police) is a project funded by the European Union that has the overall objective of supporting the strengthening of the policing, prosecution and civilian governance in Ukraine, aligning them with the best European and international practices. On matters of substance, the project relies on the EU Advisory Mission (EUAM) to Ukraine.
The Project is partnered with the following national agencies: the Ministry of Internal Affairs of Ukraine, National Police of Ukraine (NPU), the Office of the Prosecutor General (OPG), the State Bureau of Investigation (SBI). Activities include providing technical support tailored to the needs of each individual agency, while some interventions address larger scale and cross-cutting issues, including enhancement of human resources management systems and specific skills.
One of the Project's actions is aimed at supporting the Office of the Prosecutor General, developing methodology, guidelines and Standard Operating Procedures (SOPs) for prosecutors. This activity should create a foundation for enhanced business processes for Prosecutors in the field of domestic violence.
The aim of the activity is to create a practical tool for all Prosecutors to use when investigating crimes of domestic violence.
The Consultant will be involved in implementation of the activity aimed at developing the methodology, guidelines and Standard Operating Procedures (SOPs) for prosecutors. This activity should create foundations for enhanced business processes at the OPG and for Prosecutors in the field of domestic violence and will be closely connected to the activities on development of methodology of specialisation of prosecutors and cases assignment.
The selected Consultant will be responsible for the analysis of the relevant definitions, laws and regulations and best European practices in the field of domestic violence, and the analysis of the business processes of prosecutors, police officers and other actors in Ukraine. He or she will be responsible for the coordination of workgroups (WGs) and interaction with other relevant authorities and key stakeholders in the development of the methodology and processes that will allow the different actors in the criminal justice system to operate in a coordinated and effective manner.
Functional Responsibilities
The Capacity Building Specialist for Domestic Violence (hereinafter - Consultant) will work under the supervision and guidance of the Programme Manager of the PRAVO-Police Project. While performing the assigned duties the Consultant will interact with the key stakeholders, primarily the OPG, a representative from Prosecutor'sTraining Center of Ukraine (PTCU) and EUAM. The Consultant’s responsibilities and outputs are listed below.
At the first stage, the Consultant will engage in consultation with the OPG, Public Prosecutors Office (PPO) representatives to analyse business processes regarding the investigative actions related to domestic violence conducted by the prosecutors, police officers and other actors. At this stage, the Consultant will draft a short report with a summary covering the following:
- Normative regulations and internal instructions which relate to the investigative actions performed by the prosecutors, police officers and other actors and best practices and from the EU. The consultant may consult with UN or other international organizations with experience on investigative actions related to domestic violence. This will include highlighting any area where the regulations or instructions are considered to be insufficient.
Feedback from the OPG, NPU and other actors on the strengths and weaknesses (including gaps) of existing SOP relevant to investigative actions.
Proposed recommendations to the OPG regarding the development of comprehensive, new SOP in the field of investigative actions related to domestic violence.
At the second stage, the Consultant (with support of the OPG and EUAM) will coordinate the workgroups on development of new SOP for investigative actions. The consultant can lead such sessions online to moderate meetings on certain topics. As an outcome of this stage, the Consultant will draft a short report with a summary of the following:
- Matters from a national and international/EU perspective discussed at the WGs with regard to the development of new SOP.
- Actionable solutions and recommendations of the WG members (OPG, NPU etc.) with regard to the development of new SOP for investigative actions.
- Legal or internal regulations which need to be introduced or amended to operationalise the new SOP.
At the third stage, the Consultant (in consultation with the OPG, PCTU, EUAM and other actors in the field of investigative actions) will develop a Final Report with the following sections:
- The draft new SOP on procedural processes on Domestic Violence in line with EU best practices.
- A structured analysis of the needs for practical training on the new SOP, including the description of which staff require such training (Units, numbers of male and female personnel). The Consultant shall record a lecture explaining the different parts of the SOP that can be used at the PCTU .
At all stages it is critical to ensure the gender dimension and the national ownership of the consultative process and of the solutions which will be promoted for adoption.
The services are expected to be delivered in accordance with the schedule which will be agreed with the national partners. Specifically, the following outputs will be expected from the Consultant:

Monitoring and Progress Controls
- The tasks will be performed in close coordination with the stakeholders, thus ensuring the final product meets expectations of the OPG, UNOPS and EUAM.
- The fulfilment of each task will be confirmed by the focal point at OPG and, consequently, by the Programme Manager of PRAVO-Police.
- The reports and the draft SOP are expected to be accepted by the PRAVO-Police Project in consultation with the OPG and EUAM.
Education/Experience/Language requirements
a. Education (Level and area of required and/or preferred education)
- An advanced (master’s) university degree preferably in the Security Sector or Rule of Law or other related disciplines.
- A bachelor’s degree or professional diploma combined with additional years of qualifying work experience may be considered in lieu of the advanced university degree.
b. Work Experience
- At least five (5) years of experience with master’s degree or seven (7) years with bachelor’s degree or nine (9) years with professional diploma in investigation or prosecution on domestic violence, which includes analysis or development of procedural guidelines, business processes, strategic policies, etc.
- Proven experience in preparing analytical materials on the functioning of the law enforcement system in Ukraine is required.
- Strong communication and presentation skills, including the ability to write detailed analytical reports and prepare and present brief summaries.
- Familiarity with relevant EU best practice on investigation or prosecution in the field of domestic violence as well as experience with similar projects would be an asset (the candidate to provide evidence of such expertise in their CV).
