Capacity Building Officer
Result of Service The P-DDRCS have the necessary technical capacity to finalize operational plans, to coordinate a multitude of actors and to operationalize the programme in line with international standards. This while ensuring coherence and strong linkages with the recommendations from the Nairobi process.

Duties and Responsibilities The National Consultant will support the National Program for Disarmament, Demobilization, Community Recovery and Stabilization (P-DDRCS) in DRC and will be based in Kinshasa.
The overall objective of the P-DDRCS is to contribute to the consolidation of peace, national reconciliation, socio-economic reconstruction, and stability in the DRC. The specific objectives are:
- Contribute to conflict resolution and social cohesion in target areas.
- Contribute to the restoration of state authority in areas affected by conflict and improve security.
- Contribute to community recovery and economic development in line with local development plans, to create more opportunities for youth and stimulate the return of displaced persons and the return of displaced persons and refugees.
- Contribute to the strengthening of participatory local governance and ensure the sustainable reintegration of the program's beneficiaries.
To achieve its objectives, the P-DDRCS focuses its interventions on five strategic pillars: - Conflict resolution and social cohesion - Restoration of State authority and security - Community Recovery and Reintegration - Stabilization - Communication and sensitization.
Qualifications/special skills University degree at the master’s level in development, political affairs, economics, or other relevant fields. At least 10 years of experience in the field of socio-economic reintegration of vulnerable groups and in the groups and in the coordination of peacebuilding, stabilization and/or humanitarian programs humanitarian programs. Experience in monitoring and evaluation. Good knowledge of the DRC context, challenges, and opportunities.
Languages Fluency in written and oral French is required. Good knowledge of Lingala and/or Swahili is an advantage.

Very good knowledge of M&E tools, research methodologies and frameworks (indicators, targets, etc.) and data collection.
