OBJECTIVES OF THE PROGRAMME

The World Health Organization's Academy (‘The Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy hub will offer a blend of learning modalities; digital, in-person learning via the hub in Lyon or through the campus network, as well as ‘portable learning labs' designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals.

More specifically the Academy will:

• Enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.
• Transition the WHO to a learning organization and strengthen the competencies of over 7,000 staff to advance the WHO priorities and goals.
• Improve the effectiveness, efficiency and impact of lifelong learning supported by WHO across three-levels of the organization.

The WHO Academy will deliver advanced digital and in-person learning to WHO workforce, health policy practitioners, health workers and other individuals. The Academy will be officially launched in May 2021 as a globally accessible school for the future which combines the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalised and multilingual learning that meets priority needs.

DESCRIPTION OF DUTIES

1) Lead the development of the campus network model based on the strategic objectives of the Academy:

• Ensure equitable access and reach of Academy courses across WHO regions.
• Manage the selection process for partnerships and the campus network, establish evaluation methodology and criteria to assess the capacity of the campus network in the delivery of courses aligned with the Academy's quality and standards.
• Adhere to WHO guidelines and frameworks to define the campus network and partnership strategy.

2) Management of the campus network:

• Act as principal liaison with the campus network and provide the Chief Learning Officer (CLO) with oversight on program implementation and deliverables.
• Support the CLO in ensuring effective relationship management and coordination with the campus network.
• Advise the CLO on overall strategy and partnership management that will promote the effective scale up and delivery of Academy courses across WHO regions.
• Work closely with Communication and Marketing in order to provide the best material to partners and the campus network to help them develop a network of influencers in each region for the different subjects of the courses, and develop relevant workshops to empower the campus network on their mission.

3) Develop, maintain and extend relevant partnerships:

• Follow track of State Members Global Health Strategies regarding the Triple Billion and the SDGs objective and create bilateral relations on specific topics when the Academy has relevant trainings.
• Identify external organizations as strategic partners and develop suitable frameworks and programmes to facilitate innovation in learning strategies and learning technologies to advance the Academy's mission and objectives.
• Work across the three levels of the Organization to build internal partnerships and engage existing learning platforms and their contributors.
• Coordinate efficiently with other members of the Academy team to ensure partnership relationships are well understood and maintained.
• Systematic documentation of processes in order to scale up and keep track of best practice.
• Develop the ecosystem and organize it in different networks according to the themes of the courses to develop new activities with scientific, NGOs, innovators and opinion leaders.

4) Ensure the innovative development and manage the implementation of WHO Academy strategies to facilitate the expansion of partnerships.

5) Conduct timely reporting to Management on the performance of WHO Academy Spokes and Partnerships strategies and initiatives and provide solutions and recommendation accordingly.

6) Manage the subunit area of work in delivering its objectives through efficient managing a small team of staff, to optimize the programme's deliverables in line with the mandate of the Organization.

7) Develop and monitor work plans and budgets for the team's activities and follow upon the implementation of planned activities.

8) Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's level or above) in a field related to the position, such as Business Administration, Management, International Relations, External Relations, Public Health or related field relevant to the functions of the position.

Experience

Essential: At least 7 years of relevant professional experience in international cooperation and/or partnership building. Demonstrated professional experience working with large multilateral, institutions. Track record of partnership building with various institutions or organizations. Experience managing dispersed teams. Demonstrated exposure at the international level. Desirable: Experience working with the digital online education markets.

Skills

Candidates will be expected to be able to demonstrate: Strong knowledge and skills in the development and implementation of organizational policies, practices and procedures within the UN system or international organization. Strong skills in building partnerships to enable positive engagement and contribution. Experience supporting the development, management and administration of partnership contracts the ability to communicate effectively with diverse constituencies with tact and diplomacy strong interpersonal skills to build positive relationships and engage constructively in a multicultural setting. Good knowledge of private sector and public/private partnerships excellent negotiation skills developed strategic thinking with an ability to follow through and execute sound judgement combined with a focus on professional adaptability and proactivity resilience empathy and respect for diversity.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3296 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
