Job Overview:

The Camp Management Officer will be based in North region Balkh Province supporting implementation of NRC’s “Protection Response and Coordination Mechanism for Displacement in Balkh Provinces” UDOC project, which is based on Camp Management methodologies. The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:

  • Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
  • Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and development response
  • Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
  • Protection: Protection Case Management model, with foundations in community-based

There are three main mechanisms in the project for enhancing communication, community engagement, coordination, and Protection:

  • Community Centers established in areas hosting large numbers of displaced households
  • Community Committees working in neighborhoods of high displacement
  • Outreach Teams who work in Community Centers and visit affected neighborhoods.

The CM Officer is part of and responsible for these three mechanisms. He/she will be responsible for planning and implementing all activities in one or more of NRC’s Community Centres and its surrounding neighbourhoods, which means supervising all mobile outreach work taking place in the area; ensuring the smooth day to day running of the Community Centre and activities therein; supporting the establishment and capacity building of Community Committees; and coordinating with relevant local stakeholders.

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks, and guidelines
  • Ensure quality implementation of CM-UDOC project different components and Plan and implement the different component for the Community Centre Area(s) of responsibility according to tools, SOPs, and annual work plan
  • Line management of CM assistants and ensure supervision of CM Assistants’ daily work in the Community Centre area for quality implementation.
  • Provide regular activity progress reports to the CM Coordinator and ensure proper filing of all documentation (soft and hard copy, as required)
  • Ensure technical quality in activities of CM project by using initiative in day-to-day problem solving according to agreed procedures, priorities, and standards for the area of work
  • Provide capacity building trainings to CM staff on community committee capacity building modules
  • Ensure that projects target beneficiaries most in need of protection and/or assistance, while exploring and assessing new and better ways to assist those in need
  • Coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem solving
  • Support the implementation of Protection Monitoring following the Afghanistan Protection Cluster Monitoring Framework
  • Support Protection-Evidence based advocacy
  • Ensure close co-operation with all NRC core competencies including through joint needs assessments and activities, and identifying beneficiaries where appropriate

Specific responsibilities

  1. Communication with communities
  • Lead technical aspects of Community Centres and neighbourhood’s committees, disseminate relevant and meaningful information in order to enhance access to services and assistance.
  • Promote the Community Centres among potential visitors and ensure information about services offered is properly communicated.
  • Support organizing community events and campaigns on specific topics (women day, environmental hygiene etc.)
  • Support stablishing of community spaces including site selection, preparation and signing of rental agreements for the Community centre.
  • Holding regular coordination meetings with key stakeholders of the targeted areas and strongly support community centre activities in displacement affected northern areas
  • Ensure the technical quality of the activities in the community centre, including campaigns/events.
  1. Community Engagement
  • Manage and support the establishment, training, and follow-up of Neighbourhood Committees
  • Facilitate and encourage collaboration between other NRC Core Competencies and external service providers with the Neighbourhood Committees

  • Train and support Neighbourhood Committees to disseminate information and support overall capacity building of the Neighbourhood committees

  • Ensure technical quality implementation of community engagement/participation/activities.
  1. Support to Coordination
  • Coordinate with potential service providers (governmental, non-governmental, private, UN agencies etc.) to improve the provision of assistance and referral mechanisms in the northern region Kunduz Province
  • Representation of the project in local forums (e.g. local partners, local authorities) and UN agencies.
  • Using standard templates and tools, regularly collect and update information relating to service provision in the areas of responsibility
  • Collect and analyse information regarding obstacles and constraints to beneficiaries’ access to services and suggest possible solutions
  • Continuous updating of service mapping and referral pathways
  1. Protection
  • Support technical implementation of Protection Monitoring and identification and referral of vulnerable households residing in informal settlements
  • Support Referring individuals claiming certain needs/vulnerabilities and meeting criteria to relevant service providers
  • Support technical implementation of safety audits jointly with the population on bi-monthly basis of the target areas, focusing on GBV prevention and equal access and safety of female community members.

Generic professional competencies:

  • Experience from working in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English Language – spoken and written

Context/ Specific skills, knowledge and experience:

  • University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies and human rights)
  • Minimum 2 years work experience in the field of community outreach and/or protection preferably with UN or INGOs.
  • Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
  • Experience in community capacity building and training
  • Previous similar experience preferred
  • Fluency in local languages (either in Pashto and Dari)
