Overall purpose of the role:

DRC is one of the largest INGOs in Myanmar actively coordinating and advocating for improving the protective environment for all communities.

The CCCM and Shelter Coordinator is responsible for the strategic development and technical supervision of DRC’s CCCM and Shelter programming through technical guidance, strategy development, resourcing, capacity development, and representation. The CCCM and Shelter Coordinator is ultimately responsible for the overall quality and impact of the programme in Myanmar with a predominant focus on Rakhine. Currently, all of DRC’s Shelter and CCCM programming is in Rakhine, however it is possible that this changes over time.

The Coordinator will engage in both state and relevant national level coordination forums on Shelter and CCCM, as well as DRC and other inter-agency global forums to ensure coherence of technical standards and best practice programming.

The Coordinator will, on the Shelter side, participate in coordination and design of shelter activities and projects. They will ensure quality and relevance of all shelter actions, support technical decisions and ensure coordination and feedback to the Shelter/CCCM cluster.

The Coordinator will, on the CCCM side, monitor and coordinate assistance and Protection, oversee the setting up and support provided to governance and community participation mechanisms, manage, and disseminate information, ensure relevant feedback mechanisms are in place, and maintain infrastructure. The primary focus is on camp sites where people are displaced.

Generally, the CCCM and Shelter Coordinator will strengthen the capacity of national staff, support advocacy initiatives undertaken at field level and improve the accountability of the humanitarian response in DRC operational areas.

Geographic scope: Area (Myanmar)

CCCM Coordinator will oversee DRC’s Shelter and CCCM operations, mainly in Sittwe and Pauktaw townships.

Due to the current access challenges in Myanmar, the role will be carried out remotely, from Dhaka, Bangladesh. Occasional inter-personal engagement with staff from Myanmar (for capacity strengthening, strategy development etc.) will be possible through workshops in the region.

Responsibilities:

CCCM and Shelter Technical Support

  • Lead development, update and roll out of DRC CCCM and Shelter strategy/ies in Rakhine
  • Ensure the harmonization of CCCM and Shelter methodology, tools, processes, and outputs and appropriate roll out to teams.
  • Provide technical support and overall coordination in the design and implementation of CCCM/Shelter programming through direct implementation as well as with local partners;
  • Works towards increased coherence and integration of CCCM and Shelter programming
  • Participate in the capacity building of CCCM and Shelter program teams, focusing on program quality and innovation. Support in the development and implementation of the capacity building plans for national project staff
  • Ensure integration of protection considerations and gender-sensitive programming in CCCM and Shelter activities.

Program Oversight and Reporting

  • Supervise DRC CCCM and Shelter program implementation progress and quality; identification, resolution and/or escalation of issues affecting implementation; Identify any areas where further technical support, oversight or resources are needed.
  • Oversee the overall CCCM /Shelter portfolio, including identifying strategic funding gaps
  • Regularly review /provide technical advice on workplans and implementation with PMs
  • Undertake technical supervision of DRC CCCM and Shelter project staff
  • Oversee the development of harmonized job descriptions and structures for CCCM and Shelter teams and support recruitment of technical programme staff
  • Improve utilization of site monitoring data in informing humanitarian response at displacement sites as well as utilization of the data for analysis and advocacy purposes;
  • Contribute to implementation of beneficiary feedback mechanisms at IDP hosting sites;
  • Contribute, alongside Grants Department and PMs, to preparing and consolidating quality regular and donor reports to ensure accurate, coherent and timely reporting
  • Support the CCCM team with generating and disseminating visual information products

External Representation, Advocacy, Coordination and Partnerships

  • Represent DRC in CCCM/Shelter cluster, the Strategic Advisory Group (SAG) as well as the relevant technical working groups and vis a vis the national and local authority as required.
  • Identify core advocacy concerns for DRC CCCM programming and support field staff with advocacy;
  • Actively support field staff in holding humanitarian actors and other stakeholders accountable related to Shelter and CCCM programming;
  • Provide technical support and guidance to the field teams in assessments to support evidence- based advocacy
  • Support strengthening of Rakhine State level coordination of interventions in CCCM/Shelter
  • Support the development of collaborative meaningful relationships with civil society actors to develop partnerships in CCCM and Shelter programming
  • Support in the provision of technical support to DRC partners including through supporting partner capacity assessment and development plans
  • Support the development and implementation of capacity building plans for local partners;
  • Maintain close working relationships with DRC Regional and HQ counterparts to ensure that DRC Myanmar’s programmatic priorities align with and respond to regional and global priorities

Project development

  • Lead the technical design and review of CCCM and Shelter related concept notes, logical frameworks, budgets and full proposals in coordination with the HoP and area project teams, and Grants team to secure follow on or expansion funding
  • Provide technical support during the proposal development in line with cluster guidelines;
  • Foster and ensure integration of CCCM and Shelter activities, where relevant, with other DRC sectors, particularly Protection, WASH, Economic Recovery, Humanitarian Disarmament and Peacebuilding (HDP).
  • Diversify the DRC CCCM and Shelter portfolio through proposal development and donor engagement.

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in a region or country
  • Has technical line responsibilities within a given discipline, for both strategy and operations
  • Provides expert advice and support to set strategy and assure operational quality and compliance
  • Perform any other relevant tasks as requested by Line Manager.

    Experience and technical competencies: (include years of experience)

  • At least six years INGO experience, including at least three years in management or coordination in insecure environments.

  • Significant professional knowledge of CCCM and Shelter strategies, policies, and modalities.
  • Strong protection and shelter background is an asset.
  • Proven experience in strategic programmatic planning
  • Proven experience in managing and supporting teams with technical guidance and training. Demonstrated ability to conduct trainings remotely is highly preferred.
  • Experience working with hard-to-reach communities, in an access constrained environment would be an advantage
  • Experience with remote management including provision of remote trainings and technical supervision is highly preferred
  • Strong capacity in inter-agency coordination and networking.
  • Demonstrated ability with grant management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance.
  • Strong computer skills (MS Word, Excel, and Power Point). Knowledge of GIS and CAD software (ARCGIS, QGIS, AutoCAD) is desirable
  • Strong analytical, organizational, and management and leadership skills.
  • Good communicator and proven diplomacy with all types of stakeholders.
  • Ability and willingness to work and live in diverse, challenging and potentially unstable environments.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Ability to lead a multi-cultural team with a high level of respect for local culture.
  • Fluent and articulate in spoken and written English.

Education: (include certificates, licenses etc.)

  • Master’s or bachelor’s degree in any relevant field.

Conditions

Contract: DRC will offer the successful applicant a 12-month contract including a probation period of 3 months with the possibility of renewables depend on both funding and performance. This position opens for Expatriates. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band (G-1, Non - Manager).
