The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Camp Coordination and Camp Management Project Manager (******1 Post)

Overall purpose of the role:

The CCCM Manager is responsible for leading the technical planning, and implementation in Rakhine State. The CCCM Manager is responsible for coordination of services at site and area level, capacity building, community engagement, and monitoring displacement trends. S/he ensures the establishment of effective and representative camp governance structures and promotion of beneficiary participation in decision making; ensures sound information and database management, facilitates effective communication within the camp population and local authorities; oversees the operation, care, and maintenance of relevant services; ensures safe and organized reception procedures and distribution of assistance to new arrivals; manages data collection and site monitoring, and takes action to fill gaps when minimum standards are not met. S/he liaises closely with Sector Managers within DRC and develops and sustains strong partnerships with all stakeholders in IDP camps. S/he supervises a team of DRC camp management staff – contracted national staff and large teams of casuals and incentive workers.

The CCCM Manager also leads on high quality and timely deliveries, narrative reporting and financial overview, close cooperation with donor, government and coordination mechanisms on-site and synergies with other DRC interventions in the region.

The Camp Management Manager reports to the Programme Manager of Rakhine and oversees as direct supervisor of three national Team Leaders, and a team of 23 staff. The CCCM projects will be coordinated from the main office in Sittwe but will count on a number of satellite offices in the camps for programme implementation.

Geographic scope: Area (Rakhine)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Specific duties and responsibilities

Technical management of sector projects

  • Identify priorities and technically assist projects
  • Maintain close relationship with key leadership structures in all targeted camps to ensure adequate understanding of community dynamics
  • Manage the Camp Management Team Leaders, and ensure that a robust participatory approach is implemented in the camps, with a particular focus on community-based groups and community outreach
  • Improve on existing contingency planning in relation to DRR & fire response, as well as identify further contingency planning needs within DRC-managed camps
  • Identify beneficiary information needs and provide guidance to national staff in developing information and awareness-raising materials and activities with beneficiary participation
  • Improve data collection tools for ensuring accountability to humanitarian standards by service providers, CCCM, and other stakeholders
  • Maintain and strengthen links with other DRC sector teams, particularly protection
  • Overall responsibility for implementation of CCCM projects, including budget reviews and expenditure, indicator tracking and preparation of donor reports.
  • Ensure that all operational, financial and logistics procedures are followed according to DRC operations handbook and donor guidelines for CCCM projects. Ensure full donor compliance for all CCCM activities and procurements (in collaboration with support services and grants/funding teams)
  • Lead on preparation of proposals and strategic documents related to DRCs CCCM programme

People Management

  • Lead and manage the CCCM team (including people planning, performance, well-being and development
  • Staff capacity building and development, especially on camp management principles
  • Directly line manage direct reports, and provide supervision and guidance to entire Camp Management team
  • Develop training materials for beneficiary capacity building, conduct training of trainers for national CCCM staff and provide support in delivering training sessions to beneficiaries

Monitoring, reporting and development

  • Develop program monitoring tools, working in close collaboration with MEAL team
  • Quality control and site monitoring to ensure that services provided are according to standards
  • Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Prepare donor and management reports in collaboration with funding/grants team
  • Continuously update project documentation and files, and ensure efficient filing/good record keeping
  • Work closely with CD, Programme Manager, Area Manager and the Grants unit to develop quality proposals, concept notes and budget
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems

External coordination and representation

  • Share relevant project information with stakeholders
  • Contribute to and support the CCCM cluster, inclusive of strategy, modality of implementations and tools
  • Represent DRC to donors and other stakeholders regarding CCCM related issues, including representation at meetings and managing visits to field as appropriate.
  • Maintain and develop coordination with appropriate Government and local authorities at all levels relating to CCCM
  • Participate in other relevant sectoral and other external meetings as required, and/or requested by Area Manager
  • In coordination with protection team support advocacy initiatives relevant to durable solutions for affected populations in Rakhine. Work with Area Manager, Country Director and other technical programme teams, to ensure consistent advocacy/messaging from DRC at all levels and in all coordination bodies

As a Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Experience and technical competencies:

  • 5 years of work experience in emergency and humanitarian response operations on displacement related affairs, preferably in camps and camp-like situations and/or coordination
  • At least 5 years of direct experience in camp management
  • Master's degree (e.g. political science, international development, or economics)
  • Demonstrated ability to manage national and expatriate staff
  • Demonstrated responsibility for managing budgets and expenditures
  • Experience of working with relevant donors including preparation of proposals and reports
  • Experience of representation in cluster system and other relevant forums
  • Demonstrated experience of responsibility for ensuring compliance with organisation operational, logistic and financial procedures.
  • Successful completion of CCCM trainings
  • Have a calm, patient demeanor with the ability of confronting stress in constructive ways
  • Demonstrated skills as a trainer/capacity builder
  • Demonstrated intercultural sensitivity
  • Documented mid-level/senior level management experience
  • Systematic mind-set and capability of implementing changes
  • Knowledge of ODK
