Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job:

In response to the critical and constantly evolving humanitarian situation in Yemen, DRC has assumed a leading role in the implementation of Camp Coordination and Camp Management (CCCM) sector activities. Working in the CCCM sector involves working at IDP hosting sites and working together with other international and local organizations to coordinate implementation of humanitarian activities, support community-based site management mechanisms, and monitor IDP hosting sites to meet international standards as well as service-related needs and gaps.

The Camp Management Officer Support is a key role within the team ensuring smooth implementation of activities by supporting the field teams. This position will require a wide range of skills, and a pro-active mindset to meet the various needs of the field teams. This will be mainly based in the office with regular movements outside the office to follow up on various items. Some field presence may be required (up to 50%) to follow up on specific issues.

Main responsibilities :

    1. Logistic & Finance support
  • Support CCCM team to complete all procurement for activities - this will require knowledge of materials available in the local market and costs, developing material lists & tool lists, and estimating worker costs;
  • Utilize Dynamics to submit PRs and complete other essential tasks;
  • Prepare all relevant documentation for procurement within the team – including PRs, GRNs, etc., and keep track of progress of all procurement;
  • Follow up CCCM logistic orders with supply chain team - this may require time spent purchasing basic items, following up quotations and checking market prices
  • Ensuring delivery of items to CCCM field teams on requested dates in coordination with logistic team
  • Maintaining asset inventory of CCCM materials in office and in all sites, and supervision of storekeepers in sites (where applicable)
  • Ensuring delivery of payments to finance department checked and reviewed, and reviewing advances clearance of CCCM team
  • Support CCCM team with necessary preparations for conducting coordination meetings, workshop and trainings for staff and committees (rental of venue, refreshment, trainer, transportation allowance...etc.)
  • Managing the movement planning for the team, and ensuring efficient usage and appropriate use of cars for tasks (e.g. allocating Hilux vehicle to staff requiring this transportation capacity)
  • Support CCCM Infrastructure staff with the development BoQ’s for activities (e.g. T-Shelters, Community Centers, Stores, and Latrines);
  • Track all CCCM procurements, including monitoring of Transactions Lists in BFUs, to ensure a clear record of kept of all CCCM project expenditures;
  • Preparation of all documentation required for casual workers, including monthly workers (Community Mobilisers/Committees) and ad hoc workers (required for infrastructure works);
    1. Administrative support
  • Filing and organizing necessary project documents
  • Ensuring proper administrative procedures are followed by program staff members
  • Organizing and filing necessary payment documents when needed
    1. Liaison & coordination
  • Build and maintain mutually respectful relationships with site management, service providers, local authorities, IDP community members as well as host community members

    1. Site management
  • Support site planning in order to ensure that IDP site residents are able to live in dignified conditions

    1. Information management
  • Maintain a comprehensive database of services and needs of basic work that has been done in each site

  • Draft weekly situation reports and provide other relevant information on site conditions and services
    1. Other duties
  • Assist other DRC teams with conducting assessments, distributions, and sectorial activities
  • Perform any other duties assigned by the CCCM Coordinator in order to advance DRC's interventions

Moreover, we also expect the following:

DESIRED QUALIFICATIONS:

  • University degree in civil engineering, logistics etc.
  • Minimum two years of experience in international and/or local NGO; ideally involved in CCCM, Shelter, or WASH program, or in support functions (logistics, supply etc.)
  • Strong organizational skills
  • Good conceptual understanding of gender, protection, and human rights
  • Excellent representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Good skills with basic software, such as MS Word, Excel, and PowerPoint
  • Ability to write reports and situational briefings in English
  • Ability to spend extended periods of time in field conditions
  • Ability to come up with innovative solutions to unexpected and challenging problems

LANGUAGES

Professional fluency in spoken and written Arabic and good English is essential.

Terms The proposed employment conditions are based on DRC policy and Yemeni labour law. The selected candidate shall perform his/her duties in compliance with the DRC Code of Conduct and procedures at all times.

We offer

DRC will offer the successful applicant a contract ends on 30 June 2022, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Aden with regular travel to Lahj.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (H Non-Manager).
