The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, Economic Recovery and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

**Camp Coordination and Camp Management Officer-Site Management Support O*****fficer (1 Post)***

Duty Station : Sittwe Office, Rakhine State

Reports to : Camp Coordination and Camp Management Team Leader (Field Operation)

Overall purpose of the role:

Responsible to conduct technical assessments in the field using tools developed by CCCM program with the support of the shelter team. Creation of designing and developing Bill of Quantity (BoQ), preparing technical specifications, reporting and supervising CCCM program construction activities, and other program support assigned by supervisors. Infrastructure activities mainly focus on new construction and renovation of CCCM field offices and centers including other communal spaces in DRC managed-camps locations. 6 camps in Sittwe and 2 camps in Pauktaw, Rakhine state. Monitoring and evaluation regarding construction and program concerns on a daily basis.

Geographic scope: Area (Myanmar)

This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role is to monitor and evaluate field operation matters around the camps and program concerns by communication and collaboration with relevant stakeholders both internally and externally.

Specific duties and responsibilities

  • Conduct field technical assessments and collect relevant data for construction and rehabilitation activities of infrastructure and any other relevant task that can emerge in case of emergency.
  • Monitor the ongoing conditions of the shelters/ communal space based on the requests received from FCRM team as well as service monitoring data.
  • Provide necessary support to other DRC programs ideally for the construction/rehabilitation of programs’ properties
  • Work on Engineering drawings and Bill of Quantities of buildings and other infrastructures.
  • Work on Purchase Requisition (PR) in DRC online system construction and program-related activities accordingly to DRC policies and procedures.
  • Lead the cash advance requests for program activities as well as fully responsible to claim the advance in a timely in line with financial guidance
  • Work on filing and database construction and program-related activities.
  • Conduct regular supervision on quality ensuring construction and rehabilitation activities in the field.
  • Work closely with contractors at field level for in-time giving technical instructions and guidance for construction and renovation work.
  • Communicate and coordinate between beneficiaries (families), and contractors for quality concerns of construction and program activities in camps.
  • Engage with communities prior to both infrastructure concerns and community based-program activities.
  • Liaise and cooperate at the field level with relevant local stakeholders and other Humanitarian Organizations if necessary.
  • Act as DRC-C focal person at field level for rehabilitation activities in camps and communities.
  • Report daily progress of ongoing infrastructures and rehabilitation activities in camps.
  • Develop periodic reports to be shared with line managers
  • Attend the meetings informally if required which is assigned by line manager
  • Perform other tasks as requested by supervisors, CCCM program, and other relevant sectors.

*Any other duties relating to the nature of the job as requested by supervisor.

Experience and technical competencies:

  • Minimum 2-years of hands-on experience in shelters/Infrastructure /community structure construction repair, and design.
  • Experience working with communities and supporting community-led construction activities.
  • Experience working in the camps mainly for program-related activities.
  • Good command of technical Engineering drawing software (AutoCAD) and the Microsoft Package.
  • Experience in conducting technical assessments and preparation of BoQs and work plans.
  • Experience in supervising construction activities implemented through contractors and direct implementation.
  • Familiar with local construction methods, practices, and materials.
  • Flexible, and able to travel frequently by road and by boat.
  • Experience negotiating with and supporting communities.
  • Experience with construction in camps/rural areas
  • Good understanding of the context and cultural sensitivity in Rakhine

Education: (include certificates, licenses,etc.)

  • A formal qualification in Engineering (B Tech, BE or AGTI in Engineering)
  • Experience in camp management in Rakhine state and familiarity with program related activities in camps.

Languages: (indicate fluency level)

  • Advanced English proficiency
  • Fluency in the local language

We Offer:

  • Starting date of employment: January 2023.
  • Contract length: DRC’s regular contract includes a probationary period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to the DRC Myanmar salary scale.
