DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

Overall purpose of the role:

The Camp Coordination and Camp Management Officer-Capacity Building (Consortium) is responsible to build the CCCM capacity of key target groups (consortium partners’ CCCM staff, local authorities, site community committees, service providers, and local implementing partners), working as part of the Yemen Displacement Response (YDR) Consortium’s capacity building team. The CCCM Officer (Capacity Building) works under the direct supervision of the CCCM Team Leader (Capacity Building) and technical oversight from the CCCM Specialist (Capacity Building) in accordance with the organizational mandate, program priorities, and donor agreement.

Responsibilities: (in bullet points)

Partnership management and learning needs assessment

  • Support administration of learning and capacity needs assessments for target beneficiary groups and communicate findings to the Line Manager for action;
  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers.

Training plan and materials development

  • Contribute to and support the implementation of the coordinated, harmonized Consortium’s capacity building plan for the Consortium and relevant stakeholders;
  • Support the development of relevant and high-quality contextualized training materials on selected capacity building topics (primarily, CCCM and protection mainstreaming), including editing and formatting;
  • Support translation of capacity building materials into Arabic.

Training delivery and mentorship support

  • Under the leadership of the CCCM Team Leader (Capacity Building) and support from the CCCM Specialist (Capacity Building), deliver capacity building trainings (on-site and online) as part of the YDR Consortium’s capacity building workplan;
  • Lead planning and administrative arrangements of the capacity building trainings including liaising with participants before, during, and after the trainings, organizing venue, accommodation, transport, supplies and training materials, in coordination with respective DRC departments (HR, Logistics, Finance, M & E) and the Consortium team.
  • Provide interpretation support during the trainings, as required;
  • Conduct monitoring field visits to ensure the application of skills gained in trainings by staff, partner organizations, community committees, etc.
  • Provide mentorship support to the Consortium partners and program beneficiaries, in line with the mentorship support workplan and as assigned by the Line Manager.

Accountability and reporting

  • Contribute to the production of training activity reports and progress donor reports;
  • Work closely with the Line Manager and the CCCM Specialist to document the impact and lessons learned of activities, including collating and summarizing data;
  • Work closely with MEAL team to gather impact stories and data from YNGO partners for both donor reports and partner projects
  • Work closely with Finance colleagues to collate and verify partner expenditures against sub grant agreements.

Other

  • Perform any other duties as may be assigned by the Line Manager;
  • This position requires frequent travel to project locations (both, across South and North as required by the program) for program implementation and monitoring purposes.

Experience and technical competencies****: (include years of experience)

  • At least three (3) years of relevant professional work experience in international and/or local NGOs, working with internally displaced persons and/or in emergency programs; experience in CCCM program implementation will be a strong advantage;
  • Experience in capacity building, including conducting trainings, training needs assessments, and developing training programs (preferably in CCCM and /or protection mainstreaming).
  • Experience dealing with national partners, local communities and /or local authorities.
  • Experience in organizing and coordinating events, particularly training events.
  • Good understanding of key CCCM, protection mainstreaming, community engagement principles and approaches;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Good knowledge of Microsoft Office programs (Word, Excel, PowerPoint).

University degree in law, human rights, refugee studies, social sciences or other relevant discipline; advanced University degree is preferred.

Languages: (indicate fluency level)

Fluency in spoken and written English and Arabic is required.

We offer

Contract length: DRC will offer the successful applicant a six month contract, renewable dependent on both funding and performance.

Work place: Aden.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National. This position will be placed at level (H2****)****.
